Recruitment of Teachers in Government English-Medium Schools
†2486. Shri Patel Umeshbhai Babubhai:
Will the Minister of EDUCATION be pleased to state:
(a) whether it is a fact that due to the existing eligibility criteria fixed for teacher recruitment in
Government English-medium schools in the Union Territory of Dadra and Nagar Haveli and
Daman and Diu, eligible candidates educated through the local language (Gujarati-medium) are
unable to participate in the recruitment process, if so, the details of the reasons therefor, along with
the details of the teacher recruitment notifications issued and the prescribed eligibility criteria
during the last five years;
(b) whether it is also a fact that the Government Gujarati-medium schools in Daman and Diu are
being gradually converted into English-medium schools, if so, the details of the level-wise number
of such schools during the last five years, including the policy basis for such conversion; and
(c) the number of Government Gujarati-medium and English-medium schools presently
functioning in Daman and Diu, region-wise along with the details of the Government's policy and
action plan for promoting mother tongue-based education and preserving local languages in
accordance with the National Education Policy (NEP)?

(a) to (c): Education being a subject in the Concurrent List of the Constitution, the majority of
schools in the country are under the administrative control of the respective State Governments
and Union Territory Administrations. Accordingly, the recruitment of teachers, including the
prescription of eligibility criteria for recruitment in Government Schools, falls within the
administrative domain of the respective State Governments and Union Territory Administrations.
As reported by the UT, no Government Gujarati medium school in Daman and Diu has been
converted into an English medium school during the last five years.
As reported by the UT, there are 41 Government Gujarati medium schools and 16 Government
English medium schools in the Daman and Diu region of the UT. The UT Administration
implements the provisions of the National Education Policy (NEP), 2020, which emphasizes theuse of the mother tongue/local language as the medium of instruction, particularly at the
foundational and preparatory stages, while promoting multilingualism and preservation of local
languages. The district wise number of Government Gujarati-medium and English-Medium
schools presently functioning in Daman and Diu are as follows.
