GOVERNMENT OF INDIA MINISTRY OF CHEMICALS AND FERTILIZERS DEPARTMENT OF PHARMACEUTICALS LOK SABHA UNSTARRED QUESTION No. 4690 TO BE ANSWERED ON THE 20TH MARCH 2026 Red Category Pharmaceutical Units †4690. Shri Patel Umeshbhai Babubhai: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the number of 'Red category' pharmaceutical/chemical units currently operational in the UTs of Dadra and Nagar Haveli and Daman and Diu indicating their address, production capacity and operational status, UT-wise; (b) the number of the said units, which have valid hazardous and biomedical waste authorizations and are fully compliant with current standards; (c) the details of actions taken (fines, closure orders, prosecutions) against the units that are operating without valid authorizations during the five years, year-wise; (d) whether the Government is considering making the Zero Liquid Discharge (ZLD) system mandatory for all units, if so, the number of units using ZLD system along with the details of units connected to Common Effluent Treatment Plant (CETPs) and using Effluent Treatment Plant (ETPs); (e) the number of cases of standard violations reported during the last five years, year-wise; and (f) whether the Government proposes to declare the Daman-Bapi industrial belt a 'high-risk pollution zone' to ensure real time monitoring by the CPB/PCC/CPCB, if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SMT. ANUPRIYA PATEL) (a) to (c): Central Pollution Control Board (CPCB) under Ministry of Environment and Climate Change has informed that 24 Red Category Pharmaceutical and Chemical units are currently in operation in the Union Territory of Dadra and Nagar Haveli and Daman and Diu (DNH&DD) and all the 24 Units have valid Consolidated Consent and Authorization and hence, not necessitated any action against these units during last five years (2021-2025) as far as valid authorization is concerned. The details of these 24 units are enclosed as Annexure. (d): Central Pollution Control Board (CPCB) has informed that Zero Liquid Discharge (ZLD) has not been made mandatory for all industrial units. Further, at present, no Common Effluent Treatment Plant (CETP) has been established or is operational in the Union Territory of DNH&DD. Accordingly, all industries generating trade effluent are required to treat their effluent in individual ETPs and ensure reuse/recycling within the premises in compliance with the prescribed environmental norms.(e): Central Pollution Control Board (CPCB) has informed that though the units mentioned in the Annexure have valid authorization and approvals, some of them have been served notices for standard violations (such as exceeding effluent/emission limits, non-operation of Effluent Treatment Plants, or improper handling of hazardous waste etc.) during the last five years.
