Reducing chemical fertilizer dependency through PM-PRANAM
2738. Shri Sujeet Kumar:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the extent of reduction in chemical fertilizer consumption under PM-PRANAM in
2023–24 compared to the preceding three-year average and the number of
States/UTs that qualified for incentive grants;
(b) the total subsidy savings accrued from this reduction and quantum disbursed to
eligible States/UTs as grants up to 31 March 2025;
(c) the details of grant utilisation by March 2025, including funds used, major
intervention categories and beneficiary farmers covered, State/UT-wise; and
(d) the mechanism and timeline proposed for conducting and publishing a
comprehensive impact assessment of PM-PRANAM?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS
(SMT. ANUPRIYA PATEL)
(a) Under PM-PRANAM scheme, 14 States/UTs have shown a reduction of 15.14
Lakh Metric Tons of chemical fertilizer (Urea, DAP, NPKs & MoP) usage, in the year 2023-
24 as compared to the average consumption during the previous 3 financial years.
However, only 9 States are found eligible with a total combined reduction of 14.59 Lakh
Metric Tons of fertilizer usage, after accounting for increase in fertilizer consumption in
adjoining districts of neighbouring States and area affected due to natural calamities.
(b) Till date, no incentives have been disbursed to the concerned States / Union
Territories.
(c) Question does not arise.
(d) As per guidelines of PM-PRANAM Scheme, States/UTs are required to submit
Action Plans with utilization of the grants at the beginning of each financial year. Utilization
Certificates must be provided at the end of the financial year. Grants for subsequent years
are based on the proper utilization of the previous grants.
