Reduction in the use of chemical fertilizers
112# Shri Ghanshyam Tiwari:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the number of States and Union Territories that have reduced the use of chemical
fertilizers during the year 2024-25;
(b) the total amount of fertilizer subsidy savings or incentive funds released to the
concerned States and Union Territories till December 2025, as a result of this
reduction;
(c) the manner in which the Ministry monitors the utilization of Prime Minister
Programme for Restoration, Awareness Generation, Nourishment and Amelioration
of Mother Earth (PM-PRANAM) funds, including details of any third-party audit or
verification mechanism; and
(d) the timeline set for asset creation and the State-wise number of utilisation
certificates received so far?

STATEMENT REFERRED TO RAJYA SABHA STARRED QUESTION NO. 112# FOR
10.02.2026 REGARDING “REDUCTION IN THE USE OF CHEMICAL FERTILIZERS”
TABLED BY SHRI GHANSHYAM TIWARI:
(a): Under the Prime Minister Programme for Restoration, Awareness Generation,
Nourishment and Amelioration of Mother Earth (PM-PRANAM) Scheme, Six (6)
States/UTs viz., Andaman and Nicobar Islands, Dadra and Nagar Haveli, Goa, Himachal
Pradesh, Jammu and Kashmir, Manipur have shown a reduction in the consumption of
chemical fertilizers during 2024-25 as compared to the average consumption during the
previous 3 financial years.
(b): No incentives have been disbursed to the concerned States / Union Territories till
date.
(c) to (d): PM-PRANAM scheme is funded from savings of fertilizer subsidy arising
out of reduction in consumption of chemical fertilizers. As per guidelines of PM-PRANAM
Scheme, States/UTs are required to submit Action Plans including asset creation,
detailing the utilization of the grants at the beginning of each financial year. Utilization
Certificates must be provided at the end of the financial year. Grants for subsequent years
are based on the proper utilization of the previous grants. The PM-PRANAM scheme has
a provision for release of funds at Government of India level to Department of Fertilizers
for monitoring, IEC, research, capacity building and reward purposes.
