REFORMS IN AGRICULTURAL MARKETING

pleased to state:
(a) the details regarding coordination and collaboration efforts spearheaded by the Union
Government to facilitate adoption of reforms in agricultural marketing;
(b) the details regarding the current status of implementation of these reforms, in the country,
state-wise;
(c) the details regarding issues reported or faced by State Governments in implementing such
reforms and the measures taken to address the same; and
(d) the details of the Private and public investment made till date to strengthen agricultural
marketing in the country, State/UT-wise and year-wise for the past five years?

(a) to (d): Agricultural marketing is a State subject. The State Governments undertake
developmental policy measures for Agricultural Produce Market Committees (APMCs) in
accordance with their respective Acts and Rules. The Department of Agriculture & Farmers
Welfare supports the states through a mix of digital integration as well as infrastructure funding
and supplements the efforts of the States through appropriate policy initiatives, budgetary
support and schemes/programmes. So far, Agricultural Produce Market Committees (APMCs)
in 23 States and 4 UTs are integrated on the e-NAM platform. 1.89 crore Farmers and 2.78 lakh
Traders are registered on e-NAM and cumulative trade of 13.44 crore MT of various agricultural
commodities with value of Rs.4,91,160.71 crore has been conducted.
The APMCs are governed by Acts of the respective State Governments. As per local
conditions various reforms such as establishment of private markets, promotion of direct
marketing, declaration of warehouses/silos/cold storages as deemed market yards, single-point
levy of market fee, deregulation of fruits & vegetable markets, rationalization of market fee and
commission charges etc. are adopted by the States.
Details of private & public investment in agri marketing are not maintained centrally.
However, government schemes like Agriculture Infrastructure Fund (AIF) & Agricultural
Marketing Infrastructure (AMI) have supported APMCs to attract capital investment. Under AIF,
support has been provided for marketing infrastructure in terms of interest subvention for 18893
warehouses, 3110 Cold Stores and Cold Chain projects as well as 2105 integrated primary and
secondary processing units. For 50,249 storage projects, subsidy amounting Rs.4,849.20 crore
has been released under AMI. Further, 25081 ‘Other than storage infrastructure’ projects have
also been supported with subsidy release of Rs.2,191.82 crore under AMI.
