This policy addresses the registration of traders under the Udyam Registration Portal (URP) for Micro, Small and Medium Enterprises (MSMEs). Effective July 2, 2021, retail and wholesale traders are included as MSMEs and are permitted to register on the URP, which was initially launched on July 1, 2020. As of July 28, 2025, a total of 28,938,001 traders are registered on the URP. The state-wise breakdown of registered traders is provided in the annexure. Furthermore, traders registered under the URP are eligible for benefits under Priority Sector Lending, which is currently available to MSMEs. The data is based on revised criteria effective April 1, 2025, and is sourced from the Udyam Registration Portal. This information was provided in response to Lok Sabha Unstarred Question No. 1861 on July 31, 2025, by the Minister of State for Micro, Small and Medium Enterprises.

Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) whether traders can register in the Udyam Registration Portal;
(b) if so, the details thereof and the list of traders registered in the Udyam Registration Portal
since the year 2000, State-wise; and
(c) whether traders are eligible for benefits under priority sector lending currently available to
Micro, Small and Medium Enterprises (MSMEs) and if so, the details thereof?

(a) and (b): For registration of Micro, Small and Medium Enterprises (MSMEs), Udyam
Registration Portal (URP) was launched on 01.07.2020. Retail and wholesale traders have been
included as MSMEs and are allowed to be registered on URP w.e.f. 02.07.2021.
The details of traders registered on URP, State/UT-wise, as on 28.07.2025 are given at
Annexure.
(c): Traders are eligible for benefits under Priority Sector Lending available to MSMEs.
