REGISTRATION UNDER BOILER ACT, 2023
3587. SHRI PATEL UMESHBHAI BABUBHAI:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the total number of chemical plants, pharmaceutical industries and furnace plants
currently operational in the Union Territory of Dadra and Nagar Haveli and Daman and Diu
and in Valsad district of Gujarat, district-wise;
(b) the number of industries registered and have renewed / not renewed their registration
under the Boiler Act, 2023, district-wise;
(c) the number of industries that have obtained temporary Fire Safety No Objection
Certificates (NOCs) in the said UT and district; and
(d) whether the Government is aware that certain industries in the said areas are operational
without valid boiler registration/ without renewed fire safety certificates, if so, the action
taken or proposed to be taken by the Government against such industries so far?

Based on the information procured from Department of Labour, Skill Development &
Employment and Department of Fire & Emergency Services of Government of Gujarat and
Union Territory Administration of Dadra & Nagar Haveli and Daman & Diu, the reply of
the above question is as under:
(a) :
A total of 924 Chemical plants, pharmaceutical industries and furnace plants are currently
operational in Valsad district of Gujarat and 132 Chemical plants, pharmaceutical industries
and furnace plants are currently operational in the Union Territories of Dadra & Nagar
Haveli and Daman & Diu.
(b) :Total number of boilers registered in Valsad District is 534. For 121 boilers, the certificates
were not renewed as the firms were closed or the production activity was stopped. The
remaining 413 boilers are still operational and their certificates are renewed from time to
time. A total of 146 boilers are registered and operational in the Union Territories of
Daman & Diu and Dadra & Nagar Haveli.
(c) :
A total of 3057 industries have obtained temporary fire safety related No Objection
Certificates in the Union Territories of Daman & Diu and Dadra & Nagar Haveli. In
respect of Gujrat, there is no requirement for industries to take a separate fire safety
related No Objection Certificate in terms of the concerned regulations in the state.
However, while granting the license under Factories Act, the requirements for
industries pertaining to fire safety concerns are taken care of.
(d) :
A total of 16 unregistered boilers were identified in Valsad District. Out of these, 7 boilers
were removed from the foundation, while one boiler was replaced with a boiler that was
compliant with the concerned regulations and the same was registered with the Directorate
of Boilers, Government of Gujarat. For the remaining 8 boilers, No Objection Certificates
were issued, as they do not fall under the provisions of the Boiler Act, 2025. No industry is
operating without boiler registration in the Union Territories of Dadra & Nagar Haveli and
Daman & Diu.
