REHABILITATION OF PERSONS DISPLACED BY STEEL PSUs
*237. SHRI DULU MAHATO:
Will the Minister of STEEL be pleased to state:
(a) whether the Government proposes to formulate a uniform and humane policy for
rehabilitation of the people displaced by the Steel Public Sector Undertakings, on the lines
of the sensitive rehabilitation model of Jewar Airport which made the displaced persons
true partners in progress, if so, the details thereof;
(b) the details of displacement cases pending for decades since the establishment of the
said undertakings, undertaking-wise;
(c) the details of the number of generations of the originally displaced families and other
categories who are still deprived of rehabilitation and livelihood/employment;
(d) whether the indifferent and rigid attitude at the Board level of Public Sector
Undertakings (PSUs) towards resolving land and labour issues is hindering the operation
of the said strategic institutions, if so, the reasons therefor; and
(e) the concrete action plan of the Government for the speedy resolution of the said
disputes and effective functioning of the undertakings, so as to ensure the rights of the
displaced persons in nation-building?

DULU MAHATO, MEMBER OF PARLIAMENT REGARDING “REHABILITATION OF
PERSONS DISPLACED BY STEEL PSUs”
(a)to(e): The Steel Public Sector Undertakings (PSUs), namely Steel Authority of
India Limited(SAIL), Rashtirya Ispat Nigam Limited(RINL) and NMDC Steel Limited(NSL),
are operating on land acquired by the respective State Governments. Rehabilitation of
the displaced families has been undertaken and concluded in consultation with the
concerned State Governments, in accordance with the applicable policy framework
prevailing at the relevant time. Subsequently, major expansion activities have largely
been undertaken within the existing land available with the respective steel PSUs.
Preference in employment to displaced persons is provided in accordance with the
applicable rehabilitation guidelines. As part of the rehabilitation measures, more than
35,000 persons have been provided employment under the displaced category.
Issues, if any, relating to rehabilitation of displaced persons are addressed by the
respective steel PSUs in consultation with the concerned State Governments and local
authorities, as per the applicable policy and legal framework.
