Rehabilitation Policies at FCIL Sindri
5524: SHRI DULU MAHATO:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government is aware that the Lease Agreement [Circular FCIS/Est.-
7(2)] of 2004 for FCIL Sindri VSS employees is being violated by substituting the 33-
year term with short-term contracts, if so, the details thereof;
(b) whether residents of Domgarh, residing there for 70 years, are being served
eviction notices under the Public Premises (Eviction of Unauthorised Occupants) Act,
if so, the details thereof;
(c) whether a dedicated Rehabilitation and Resettlement (R&R) policy has been
formulated for families displaced by coal mining MoUs in the said region, if so, the
details thereof;
(d) whether the Government proposes to constitute a Joint Committee of FCIL, SAIL
and District Administration under the chairmanship of the local Member of Parliament
to conduct public hearings, if so, the details thereof; and
(e) whether steps are being taken to regularize the pending transfer of shops in Sindri
Market to safeguard local livelihoods, if so, the details thereof?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS
(SMT ANUPRIYA PATEL)
(a) to (e): Fertilizer Corporation of India Limited (FCIL) has stated that there is no
violation of the original scheme of 2003. The Lease period in 2003 Scheme was 11
months only. 3481 Eviction orders under Public Premises (Eviction of Unauthorised
Occupants) Act have been issued by FCIL against the unauthorised occupants of
quarters in Sindri, out of which 786 evictions orders pertain to Domgarh area and
remaining 2695 evictions orders pertain to other areas in Sindri.
The State Government of Jharkhand has constituted a Rehabilitation and
Resettlement (R&R) Committee. The meeting of R&R Committee was held on
29.8.2025. At present there is no such proposal to constitute Joint Committee of FCIL,
Steel Authority of India Limited (SAIL) and District Administration for public hearing.
The policy of regularising the pending transfer of leases of shops, in Sindri Market is
already in place. The intending parties can get their lease regularised on paying the
up-to-date outstanding Lease Rent and submission of other required legal documents
for effecting the transfer in accordance with the existing policy of regularization.
