RELEASE OF FUNDS UNDER FMP AND FMBAP

Will the Minister of JAL SHAKTI be pleased to state:
(a) the details of the funds released under the Flood Management Programme (FMP) during the 11th and 12th
Five-Year Plans as well as under the Flood Management and Border Areas Programme (FMBAP) during the
last seven years, State/UT-wise;
(b) the key factors contributing to recurring floods in Tamil Nadu, particularly in districts like Mayiladuthurai;
(c) whether the Government intends to provide special Central assistance to Mayiladuthurai district for
implementation of flood mitigation projects such as riverbank strengthening, drainage improvements and
early warning systems in view of high rainfall and elevated flood risks in Tamil Nadu and specifically in the
Cauvery delta region including Mayiladuthurai district; and
(d) if so, the details thereof including proposed timelines and funds allocation and if not, the reasons therefor
along with any alternative measures being considered to address flood vulnerabilities in the region?

(a) The State-wise details of funds released under Flood Management and Border Areas Programme
(FMBAP) since XI Plan is given at Annexure.
(b) Tamil Nadu faces recurring floods in varying degree from South West as well as North east Monsoon.
Mayiladuthurai district of Tamil Nadu is the tail end area of Cauvery delta, with flat plains crisscrossed by
rivers and distributaries like the Cauvery, Kollidam, Veera Chozhan (Virasolanar) and Uppanar that naturally
overflow during heavy river discharge. Its long coastal stretch (~70 km) exposes the district to storm surges
and tidal backflow during cyclones, worsening inundation in low areas. Heavy rainfall occurred during the
North East Monsoon and poor drainage system and encroachment on wetlands or riparian zone further leads
to flood in the Delta districts.
(c) & (d) Flood management and anti-erosion schemes are formulated and implemented by concerned State
Governments as per their priority. The Union Government supplements the efforts of the States by providing
technical guidance and also promotional financial assistance for management of floods in critical areas.
During XI plan (2007-2012) under Flood Management Programme (FMP) component of Flood Management
and Border Areas Programme (FMBAP) of Government of India, 5 nos. of flood protection schemes (TN-01
to TN-05) were completed with central assistance of Rs. 59.82 Crore.
Central Water Commission (CWC) maintains a network of 350 flood forecast stations (150 Inflow
Forecast Stations + 200 Level Forecast Stations) in the country. The network has been established in
consultation with State Govt./Project authorities. It has a network of 17 stations (4 level & 13 inflow) in Tamil
Nadu.
