pleased to state:
(a) whether floods and famines caused by climate change affect a large number of farmers;
(b) whether the Government is implementing any scheme to provide relief to such farmers;
(c) if so, the details thereof;
(d) the details of the funds allocated for this purpose; and

(a) to (e): Climate change is causing significant shifts in weather patterns throughout the world. Climate change is likely to severely impact South Asia including India as per the estimates of Intergovernmental Panel on Climate Change/United Nations Framework Convention on Climate Change. Climate change leads to increased temperatures, changed rainfall patterns with more frequent and intense floods and droughts. This can have adverse impact on food production.
The primary responsibility for disaster management rests with the State Governments concerned. The Central Government provides requisite logistics and financial support to the efforts of the State Governments. The State Governments provide financial relief to the affected people in the event of 12 notified natural disasters which includes drought and flood, from the State Disaster Response Fund (SDRF) in accordance with approved items and norms of Government of India. In the event of disaster of a severe nature, additional financial assistance is extended from the National Disaster Response Fund (NDRF), as per laid down procedure.
As reported by State of Uttar Pradesh, Rs. 8.60 Crore has been allocated to the State Disaster Relief Fund in the financial year 2025-26 for providing relief assistance to flood-affected individuals/families/farmers agricultural investment grants and other permissible flood relief works in District Chandauli.
Further, Government of India is implementing "Pradhan Mantri Fasal Bima Yojana"
(PMFBY) and weather based "Restructured Weather Based Crop Insurance Scheme" (WBCIS) also from Kharif 2016 season to provide financial support to the farmers suffering crop loss/damage arising out of natural calamities, adverse weather incidence and to stabilize the income of the farmers. Comprehensive risk insurance is provided under the scheme from pre- harvesting to post-harvest losses. Under this Scheme, the claims are paid to only those farmers who have insured their crops and paid their share of premium under any of the notified crop insurance scheme in the notified area/crop by the State Government. Claims worth Rs.1878.34 crore have been disbursed to 2,11,28,511 farmers of State of Uttar Pradesh including claims amounting to Rs.2.72 crores disbursed to 38,184 farmers of Chandauli District from 2022-23 to 2024-25.
