REMOVAL OF PANCHAYATS UNDER NMMS
1556. Adv Dean Kuriakose:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government has received a request from the Kerala
State Government for the removal of Edamalakkudi Panchayats
from the National Mobile Monitoring System (NMMS) and for
reverting back to the manual muster role entry system, if so, the
details thereof;
(b) whether the Government recognizes the fact that Edamalakkudi
is a Scheduled Tribe (ST) panchayats in Idukki district where
out of 885 registered workers, 779 persons are engaged in
works on a regular basis in areas where there is a huge problem
of network connectivity and also they don’t have smart phones,
if so, the details thereof; and
(c) whether the Government accepted the request of the Kerala
State Government for reverting back to the manual muster role
entry system for the Edamalakkudi grama panchayats, if so, the
details thereof?

(a) to (c): This Ministry has received a communication dated
18.05.2026 from the Government of Kerala regarding exemption of
Edamalakudy Grama Panchayat from the provisions relating to
attendance capture through the National Mobile Monitoring System
(NMMS) and for enabling manual muster roll entry under Mahatma
Gandhi NREGS. The request of the State was examined in the Ministry
and the State Government was informed that necessary exemption
mechanism already exists in NMMS in order to ensure that no
genuine worker faces inconvenience and their attendance is
captured in offline mode if there is any issue like no network or device
not working etc. The State Government was requested to ensure that
they utilize the existing exemption mechanism in genuine cases in
respect of the above-mentioned Gram Panchayat also, in accordance
with the guidelines and prescribed verification procedures.
