Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:

(a) the total installed capacity and actual generation of electricity from new and renewable energy sources in the country during the last five years and the current year, source-wise (solar, wind, hydro, biomass, waste-to energy and green hydrogen-based power), State/UT-wise;

(b) whether the Government has achieved the annual targets fixed for renewable energy capacity addition during the last five years and if so, the details thereof and if not, the reasons for the shortfall, year-wise;

(c) the details of the financial assistance, subsidies and incentives provided by the Government for promotion of renewable energy projects during the last five years, scheme and State-wise; and

(d) the steps taken by the Government to achieve the target of 500 GW of non-fossil fuel- based installed electricity capacity by the year 2030 including the promotion of offshore wind, rooftop solar, pumped storage, battery energy storage systems and green hydrogen-based power generation? (a) & (b) India is working towards achieving 500 GW of installed electricity capacity from non-fossil sources by 2030. As on 30.06.2026, a total of 297.36 GW non-fossil fuel sources based electricity capacity has been installed in the country which includes 288.58 GW renewable energy capacity and

8.78 GW nuclear power capacity.

During the last five years and the current year (upto June, 2026), a total of 146.5 GW renewable energy (RE) capacity has been added in the country. Year-wise details are given below:

RE capacity Year added (GW) 2021-22 14.5 2022-23 15.4 2023-24 18.6 2024-25 29.5 2025-26 54.6 2026-27 (upto June 2026) 13.9 Total 146.5 Source-wise and State/UT-wise details of total renewable energy capacity added during the last five years and the current year (upto June, 2026) are given at Annexure-I.Further, as per the information received from Central Electricity Authority (CEA), source-wise and State/UT-wise details of electricity generation from renewable sources in the country during the last five years and the current year (upto May, 2026), are given at Annexure-II.

The Government is implementing the National Green Hydrogen Mission, with an objective to make India a global hub of production, usage and export of green hydrogen and its derivatives.

The Mission aims to establish Green Hydrogen production capacity of 5 Million Metric Tonnes

(MMT) per annum by 2030, with an associated renewable energy capacity of 125 GW. Hydrogen based power generation is currently not envisaged at commercial stage.

(c) State-wise details of Central Financial Assistance (CFA) released for setting up of renewable energy projects under the major ongoing schemes of the Ministry of New and Renewable Energy

(MNRE) during the last five years are given at Annexure-III.

(d) The Government has taken several steps and initiatives to promote and accelerate renewable energy capacity in the country to realize the commitment of 500 GW non-fossil fuel sources based electricity capacity by 2030, including the promotion of offshore wind, rooftop solar, pumped storage and battery energy storage systems, as given at Annexure-IV.

These include, inter-alia, the

following: • Standard Bidding Guidelines for tariff based competitive bidding process for procurement of Power from Grid Connected Solar, Wind, Wind-Solar Hybrid and Firm & Dispatchable Renewable Energy (FDRE) projects have been issued.

• Pilot scheme for Contract for Difference (CfD) for renewable energy projects of 500 MW capacity issued. The CfD mechanism, a globally proven framework, will provide an alternative instrument (in addition to long term Power Purchase Agreements) for sale of renewable energy, through power exchanges.

• To boost RE consumption, Renewable Purchase Obligation (RPO) followed by Renewable Consumption Obligation (RCO) trajectory has been notified till 2029-30. The RCO which is applicable to all designated consumers under the Energy Conservation Act 2001 will attract penalties on non-compliance. RCO also includes specified quantum of consumption from Decentralized Renewable Energy sources.

• Foreign Direct Investment (FDI) has been permitted up to 100 percent under the automatic route. • Schemes such as Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM), PM Surya Ghar Muft Bijli Yojana, National Programme on High Efficiency Solar PV Modules, New Solar Power Scheme (for Tribal and PVTG Habitations/Villages) under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Dharti Aabha Janjatiya Gram Utkarsh Abhiyan (DA JGUA), National Green Hydrogen Mission, Viability Gap Funding (VGF) Scheme for Offshore Wind Energy Projects, Small hydro power development scheme have been launched.

• Scheme for setting up of Solar Parks and Ultra Mega Solar Power projects is being implemented to provide land and transmission to RE developers for installation of RE projects at large scale. • Waiver on Inter State Transmission System (ISTS) charges for renewable energy projects including green hydrogen projects, with certain timelines and conditions.

• Laying of new transmission lines and creating new sub-station capacity has been funded under the Green Energy Corridor Scheme for evacuation of renewable power. • Quality Control Orders for Solar Photovoltaic products (i.e., Solar PV Modules, Solar PV Inverters & Storage Battery) and Solar Water Heating systems notified.• Issued Guidelines for Resource Adequacy Planning Framework for India.

• Electricity (Rights of Consumers) Rules, 2020 has been issued for net-metering up to five hundred Kilowatt or up to the electrical sanctioned load, whichever is lower. • “National Repowering and Life Extension Policy for Wind Power Projects, 2023” has been issued.

• The Revised Guidelines for installation of prototype wind turbine models issued on 12th June 2025. • Procedure for inclusion/updating Wind Turbine Model in the Revised List of Models and Manufacturers of Wind Turbines (RLMM) issued on 31st July 2025. The amendment renames RLMM as Approved List of Models and Manufacturers [ALMM (Wind)] and mandates usage of listed components such as Blade, Tower, Generator, Gearbox and Special Bearings (Main, Pitch and Yaw Bearing) along with mandatory relocation of data centres within India and prohibition of real-time data transfer outside India.

• The Standard Operating Procedure (SOP) for ALMM-Wind and ALMM – Wind Turbine Components (ALMM-WTC) issued on 29th October 2025, detailing the end-to-end process for application, verification, factory inspection, component evaluation and model enlistment.

• Standard & Labelling (S&L) programs for Solar Photovoltaic modules and Grid-connected Solar Inverters have been launched. • To augment transmission infrastructure needed for steep RE trajectory, transmission plan has been prepared till 2030.

• “The Electricity (Late Payment Surcharge and related matters) Rules (LPS rules) have been notified. • Electricity (Promoting Renewable Energy Through Green Energy Open Access) Rules, 2022, notified on 06th June 2022 with objective of ensuring access to affordable, reliable, and sustainable green energy for all. Green Energy Open Access is allowed to any consumer with contract demand of 100 kW or above through single or multiple single connection aggregating Hundred kW or more located in same electricity division of a distribution licensee.

• Green Term Ahead Market (GTAM) has been launched to facilitate sale of Renewable Power through exchanges. • Government has issued orders that power shall be dispatched against Letter of Credit (LC) or advance payment to ensure timely payment by distribution licensees to RE generators.

• Notification of 'Offshore Wind Energy Policy in October 2015 to provide framework for the development of offshore wind energy in the country. • The Offshore Wind Energy Lease Rules, 2023 notified to regulate the grant of lease of offshore areas for development of offshore wind energy projects.

• For initial phase of developments, 8 potential offshore wind zones each off the coast Tamil Nadu and Gujarat identified through meso-scale study.• Installed a LIDAR off Gujarat Coast in Nov, 2017 and collected 2 years wind data. National Institute of Wind Energy (NIWE) has also conducted Geophysical, Geotechnical study, Rapid EIA study, Oceanographic (Wave, Tide & current study) for 01 GW capacity off Gujarat coast.

• Geotechnical study at three bore hole locations carried out off Tamil Nadu coast. Further, 4 LiDARs off Tamil Nadu coast installed for wind resource measurement. Offshore met-ocean field studies and Geophysical & Geotechnical investigation for a 500 MW capacity site off Tamil Nadu coast has also been completed.

• Central Transmission Utility (CTU) has completed the planning for initial 10 GW offshore transmission capacity (05 GW each off Gujarat and Tamil Nadu coast). • Government has approved the 'Viability Gap Funding (VGF) scheme for offshore wind energy projects' with a total outlay of 7453 crore for installation and commissioning of 1 GW of offshore wind energy projects and grant for upgradation of two ports to meet logistics requirements for offshore wind energy projects.

• Offshore Wind has been included in the list of activities to be considered for trading of Carbon Credits under bilateral/co-operative approaches as per Article 6.2 Mechanism of Paris Agreement. • Waiver of Inter-State Transmission (ISTS) Charges along with waiver of additional surcharges for open access consumers for offshore wind power projects commissioned on or before 31.12.2032.

• For large scale adoption of rooftop solar in the country, PM Surya Ghar: Muft Bijjli Yojana launched in 2024 with the target of rooftop solar installation in one crore households in the country by 2026-27 with a total CFA outlay of Rs.75021 crore.

• Framework for the development of pumped storage projects has been issued. Roadmap to 100 GW of Hydro Pumped Storage Projects by 2035-36 has been prepared. • ‘National Programme on Advanced Chemistry Cell (ACC) Battery Storage’ for implementation of giga-scale ACC manufacturing facilities in India, with an aim to establish a competitive domestic manufacturing ecosystem for 50 GWh with a total budgetary outlay of ₹18,100 crore. Out of 50 GWh capacity, 10 GWh has been earmarked for grid scale stationary storage applications.

• Ministry of Power is providing Viability Gap Funding (VGF) under different scheme for development of over 43 GWh capacity of battery energy storage systems (BESS) in the country. • A National Framework for Promotion of Energy Storage Systems was issued in September 2023, providing a comprehensive roadmap for deployment, market integration and regulatory facilitation of storage technologies.

• Waiver of Inter-State Transmission System (ISTS) charges has been provided for co-located BESS projects commissioned up to June 2028, to improve project viability. • Electricity supplied from BESS has been allowed to participate in the High-Price Day-Ahead Market, enabling storage to respond to peak price signals.• CEA issued an advisory on co-location of energy storage systems with solar power projects, recommending storage capacity of at least 10% of installed solar capacity for a minimum duration of two hours, to improve dispatchability of solar power.
