REPAIR OF DAMAGED STREETS/ROADS UNDER JAL JEEVAN MISSION

Will the Minister of JAL SHAKTI be pleased to state:
(a) whether rural streets and internal roads were extensively damaged and such roads were not
restored to the prescribed standards and quality after completion of works during the laying of
drinking water pipelines under the Jal Jeevan Mission;
(b) if so, whether the prescribed standards were applicable to the contractors/agencies for
restoring the roads after laying the pipelines;
(c) if so, the details thereof along with the action taken against the concerned
contractors/agencies for not following the prescribed restoration standards after laying
pipelines;
(d) whether the Government is formulating a time-bound plan to rebuild all such roads to their
earlier quality and durability and if so, the details thereof; and
(e) if not, whether the Government is considering to implement plans in the future to ensure
hundred per cent quality of all roads after laying of pipeline and if so, the details thereof?

(a) to (e) Government of India in partnership with States/ UTs is implementing Jal Jeevan
Mission (JJM) – Har Ghar Jal since August, 2019 to make provision of tap water supply to
every rural household across the country. Water is a State subject. The Government of India
supports the States by providing technical and financial assistance. The responsibility of
implementation, inter alia, including repairing or constructing streets or roads that get affected
while laying water supply pipelines, of rural water supply schemes taken up under JJM lies
with State/ UT Governments and the funds available under JJM may be utilized for the same.
Further, to avoid any hardships to the villagers, States have been advised to take up rural water
schemes in a way with minimum damages to infrastructure such as roads/highways and to
restore the roads/ highways immediately in case of damages done while laying of pipelines for
water supply systems. The Department of Drinking Water & Sanitation does not maintain
details of infrastructure damaged for laying water tap-pipelines.
