GOVERNMENT OF INDIA MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY RAJYA SABHA UNSTARRED QUESTION NO. 1670 TO BE ANSWERED ON: 13.02.2026 RESTRICTIONS FOR AADHAAR ENROLLMENT IN ASSSAM 1670. MS. SUSHMITA DEV: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) whether Government has introduced or approved any special restrictions or differentiated procedures for Aadhaar enrollment in Assam, particularly for first-time applicants above the age of eighteen years; (b) if so, the rationale and legal basis for restricting or deferring Aadhaar issuance to adults in Assam and the categories of persons exempted from such restrictions; (c) whether it is a fact that Aadhaar saturation in Assam has reportedly exceeded 100 percent, if so, the details thereof, district-wise; and (d) whether such over-saturation or data anomalies have been examined to identify duplication, irregular enrolments or projection errors , if so, the findings thereof? ANSWER MINISTER OF STATE FOR ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA) (a) to (d): Aadhaar is the world's largest biometric identity system with approximately 134 crores live Aadhaar holders. Aadhaar enrolment is the process through which an individual provides their demographic and biometric information to the Unique Identification Authority of India (UIDAI) for the issuance of an Aadhaar number. For all the 35 States/UTs, Aadhaar enrolment requests received from individuals aged 18 years and above, are forwarded by UIDAI to the concerned State/UT authorities for verification of the applicant. Aadhaar is generated only after receipt of confirmation from the concerned authorities. The estimated Aadhaar penetration percentage is around 92% in the State of Assam. ******
