DR. NISHIKANT DUBEY: SHRI CHANDRA PRAKASH CHOUDHARY: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the total amount allocated for the restructuring of the Krishonnati Yojana in the Union Budget 2026-27 along with the details of the main components and purposes for which the funds has been earmarked, State and component-wise including Keonjhar and Nabarangpur Lok Sabha Constituencies; (b) the details of the specific targets or benchmarks set under the said yojana for increasing farmers’ income including timelines and measurable indicators and expected outcomes, State, district and block-wise including the said Constituencies; (c) the details of the proposed mechanism to monitor and measure improvement in income at the farmer's level under the said yojana including details of data sources and reporting systems; (d) the details and the manner in which the said yojana is proposed to be integrated with other Central and State Agricultural schemes, such as irrigation, crop diversification, market access and price support to achieve a holistic impact in the country, State-wise particularly in Hazaribagh and Ramgarh districts in Jharkhand, Jalgaon, Sidhi and Nabarangpur Lok Sabha Constituencies; and (e) whether any special provisions or additional allocations have been proposed, if so, the details thereof, State and district-wise? ANSWER MINISTER OF AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी (SHRI SHIVRAJ SINGH CHOUHAN) (a) to (e): A statement is laid on the Table of House.STATEMENT REFERRED TO IN REPLY TO PART (a) to (e) OF LOK SABHA STARRED QUESTION NO. 242 REGARDING RESTRUCTURING OF KRISHONNATI YOJANA RAISED BY Dr. NISHIKANT DUBEY AND SHRI. CHANDRA PRAKASH CHOUDHARY DUE FOR REPLY ON 10TH MARCH, 2026 (a) to (e): Krishonnati Yojana (KY) is a Centrally Sponsored Scheme (CSS) with a total outlay of Rs. 44246.89 Crore during 15th Finance Commission (FFC) i.e. during 2021-22 to 2025-26. The Scheme presently consist of following components: (i) National Food Security and Nutrition Mission (NFSNM) (ii) Sub Mission on Seed and Planting (SMSP) (iii) National Mission on Edible Oils- Oilpalm (NMEO-OP) (iv) National Mission on Edible Oils-Oilseeds (NMEO-OS) (v) Mission for Integrated Development of Horticulture (MIDH) (vi) National Bamboo Mission (NBM) (vii) Sub-Mission on Agriculture Extension (SMAE) (viii) Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) (ix) Integrated Scheme for Agricultural Marketing (ISAM) (x) Digital Agriculture Mission (DAM) (xi) Mission for Aatmanirbharta in Pulses Presently, the Centrally Sponsored Schemes of Department of Agriculture & Farmers Welfare are under two umbrella schemes- Pradhan Mantri -Rashtriya Krishi Vikas Yojana (PM-RKVY) & Krishonnati Yojana (KY). Expenditure Finance Commission (EFC) draft for an umbrella scheme covering Centrally Sponsored Schemes of the Department of Agriculture & Farmers Welfare for 16th Finance Commission (FC) period has been initiated. The draft has been circulated for inter- ministerial consultations. Details of restructuring, funding framework, specific targets or benchmarks, monitoring mechanisms, criteria & weightage for allocation of funds, special provision or additional allocation, integration with other central and state agricultural schemes will be available when the EFC note is finalized and approved, after due consultations, as per laid down process. ********
