SHRI KODIKUNNIL SURESH: पेट(cid:332)ोिलयम और (cid:366)ाकृ ितक गैस मं(cid:361)ी Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the detailed cost components of petrol and diesel sold in the country, content-wise and component-wise including all possible expenses, taxes and profit margin, company-wise during the last twelve months; (b) the details of the price breakup for major OMCs such as IOCL, BPCL and HPCL for petrol and diesel indicating differences in pricing components, service provider-wise or company-wise; (c) the average retail price and net price (before taxes) of petrol and diesel in various major States and Cities (offtake centres) during the last twelve months and the manner in which State taxation impacts final prices for consumers; (d) the quantity of crude oil imported by the country for refining and supply in the domestic market during the same period, country-wise (major suppliers) and value-wise; and (e) the steps taken by the Government to reduce the retail price of petrol and diesel for consumers? ANSWER पेट(cid:332)ोिलयम और (cid:366)ाकृ ितक गैस मं(cid:361)ालय म(cid:336) रा(cid:475) मं(cid:361)ी ((cid:373)ी सुरेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI) (a) to (e): Prices of petrol and diesel in the country are market-determined and the Public Sector Oil Marketing Companies (OMCs) take appropriate decision on pricing of petrol and diesel. Government makes fiscal interventions whenever necessary to calibrate the tax structure applicable for petroleum products. Central Excise duty was reduced by the Central Government by a total of Rs. 13/litre and Rs. 16/litre on petrol and diesel respectively in two tranches in November 2021 and May 2022, which was fully passed on to consumers. In March, 2024, OMCs reduced the retail prices of petrol and diesel by Rs. 2 per litre each. But in April 2025, when excise duty on Petrol and Diesel was increased by Rs. 2 per litre each it was not passed on to consumers. The quantity of crude oil imported by the country during Jan-Dec 2025 is 248.6 Million Metric Tonnes (MMT) with a value of Rs. 10,94,414.60 crore. The details of Retail Selling Prices (RSP) of Petrol and Diesel sold by PSU OMCs in four metro cities, as on 01.03.2025 and 01.03.2026, are given at Annexure-I.
