Jyotsna Charandas Mahant: Will the Minister of EDUCATION be pleased to state: (a) the details of Gross Enrolment Ratio (GER) at the primary, secondary and senior secondary levels since 2018-19, year-wise and State/UT-wise including Chhattisgarh; (b) the percentage of students enrolled in Class I who successfully completed Class XII, since 2018-19, year-wise and State/UT-wise; (c) the transition rate from Class 10 to Class 11 since 2018-19, year-wise, social-category and gender-wise, State/UT-wise including Left Wing Extremism (LWE) affected and tribal-majority districts like Bastar and Surguja of Chhattisgarh during the same period; (d) whether the Government has conducted any assessment regarding the primary factors contributing to dropouts and low transition rates among tribal girls at the secondary and senior secondary levels, if so, the details thereof, State/UT-wise including Chhattisgarh; and (e) the measures taken/proposed to be taken by the Government to improve retention and transition rates, establish residential hostels, and ensure continuous schooling among rural and marginalized communities especially in Chhattisgarh? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a): As per Unified District Information System for Education Plus (UDISE+), State/UT wise including Chhattisgarh Gross Enrolment Ratio (GER) at the primary, secondary and senior secondary levels from the year 2018-19 to 2025-26 is at annexure-I. (b): As per UDISE+, State/UT wise retention rate at Higher Secondary level from the year 2019-20 to 2025- 26 is at annexure-II. (c): As per UDISE+, State/UT wise and gender-wise transition rate from Secondary to Higher Secondary (10 to 11) level from the year 2018-19 to 2025-26 is at annexure-III. (d): As per report titled ‘Periodic Labour Force Survey (PLFS)’ for the year 2023-24 released by Ministry of Statistics and Programme Implementation (MoSPI), the major reasons for the students who never attended the schools are to supplement household income, to attend domestic chores, etc.(e): Education is in the concurrent list of the Constitution and majority of the schools are under the domain of respective State and UT Governments. The Central Government assist States and UTs through the Centrally Sponsored Scheme of Samagra Shiksha and hot cooked meal provided from Balvatika to class 8 under Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) Yojna. Financial assistance/grant is also provided to the States and UTs including Chhattisgarh for various activities to reduce dropout and increase enrolment in Government schools, which include opening/strengthening of new schools up to Senior Secondary level, strengthening school infrastructure, setting up and up gradation and running of Kasturba Gandhi Balika Vidyalayas (KGBV) upto class 12, setting up of residential schools/hostels named Netaji Subhas Chandra Bose Avasiya Vidyalayas, hostels under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) and Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), transport allowance, undertaking enrolment drives, seasonal hostels/residential camps, provision of vocational education and ICT facilities in schools, providing free text books and free uniform, transport/escort facility, etc. ******Annexure-I ANNEXURE REFERRED TO IN REPLY TO PART (A) OF LOK SABHA UNSTARRED QUESTION NO. 2390 ANSWERED ON 03/08/2026 ASKED BY HONB’LE MP’S DR.
