Thiru D M KathirAnand: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) whether the Government has launched the Revamped Pharmaceutical Technology Upgradation Assistance (RPTUA) Scheme for small and medium pharmaceutical companies in the country, if so, details thereof; (b) the list of pharmaceutical established and benefited from RPTUA Scheme since its inception, State and year-wise especially in Tamil Nadu; (c) the total amount allocated, disbursed and utilized for the implementation of the RPTUA Scheme, year and State-wise especially in Tamil Nadu; (d) whether the Government is keen on encouraging private sector for the establishment of more pharma companies to tackle severe shortage of medicines and pharmaceutical drugs, if so, the details thereof and action taken in this regard? ANSWER THE MINISTER IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRI JAGAT PRAKASH NADDA) (a): Yes. Department of Pharmaceuticals launched Revised Pharmaceutical Technology Upgradation Assistance Scheme (RPTUAS) in March, 2024 with a view to facilitate technology upgradation of existing pharmaceutical units to comply with Revised Schedule-M and World Health Organization - Good Manufacturing Practices (WHO-GMP) quality standards. The financial outlay of the scheme is ₹300.10 crore from F.Y. 2024-2025 to 2025-2026. Under RPTUAS, Pharmaceutical units are eligible to receive incentive ranging from 10% to 20% subject to a maximum of ₹ 2.00 crore based on their average turnover during the last three years as per the following categories: S. No. Turnover Incentive as % of investment 1. ₹ 1 crore to ₹ 50 crore 20% 2. ₹ 50 crore to ₹ 250 crore 15% 3. ₹ 250 crore to ₹ 500 crore 10% (b) and (c): Projects sanctioned so far involve grant-in-aid to 255 pharmaceutical companies for a total amount of ₹ 248.20 crore, including five units with grant-in-aid for a total amount of ₹ 5.92 crore in the State of Tamil Nadu. Release and utilisation of financial assistance under the scheme is to be done on receipt of certification by the drug regulatory authority concerned regarding compliance with the revised Schedule M to the Drugs Rules, 1945 and the World Health Organization – Good Manufacturing Practices. List of 255 pharmaceutical companies state and year wise approved under the RPTUAS is at Annexure-I.As on 31.1.2026, out of 255 approved pharmaceutical companies, the Scheme Steering Committee in its meeting held on 23.12.2025 has approved the disbursement of incentives amount to the tune of ₹ 18.25 crore to 19 pharmaceutical companies. (d) Yes Sir, the Production Linked Incentive (PLI) schemes implemented by the Department of Pharmaceuticals has encouraged private sector for the establishment of more pharma companies to manufacture medicines and pharmaceutical drugs. Scheme-wise details are as under: (i) PLI Scheme for promotion of domestic manufacturing of critical KSMs/DIs/APIs in India (commonly known as the PLI Scheme for Bulk Drugs): The scheme, which has a total budgetary outlay of ₹6,940 crore, aims to avoid disruption in supply of critical active pharmaceutical ingredients (APIs) used to make critical drugs for which there are no alternatives by reducing supply disruption risk due to excessive dependence on single source. The scheme provides financial incentives on the sale of 41 identified KSMs/ DIs/ APIs products manufactured through greenfield projects set up under the scheme. Under the scheme, 48 projects are approved for manufacturing of 33 bulk drugs. (ii) PLI Scheme for Pharmaceuticals: The scheme, which has a total budgetary outlay of ₹15,000 crore, aims to enhance India’s manufacturing capabilities by increasing investment and production in the sector and contributing to product diversification to high-value goods in the pharmaceutical sector. It incentivises production of high-value medicines such as biopharmaceuticals, complex generic drugs, patented drugs or drugs nearing patent expiry, auto-immune drugs, anti-cancer drugs, etc. as well as production of KSMs/ DIs/ APIs other than those notified under the PLI Scheme for Bulk Drugs, thereby contributing to self- reliance. Under the scheme, 55 applicants are approved for manufacturing of pharmaceuticals and in-vitro medical devices (IVDs) manufactured through both greenfield and brownfield projects.Annexure-I Annexure referred to in reply to part (b) of the LOK SABHA UNSTARRED Q.
