Revamped RPTUA Scheme

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the list of companies that are under consideration and presently benefitting from the
Revamped Pharmaceutical Technology Upgradation Assistance (RPTUA) Scheme since its
inception across the country, State-wise especially in Andhra Pradesh;
(b) the total amount of funds allocated, released and utilised for the implementation of the
RPTUA Scheme since its inception, year-wise, State-wise especially in Andhra Pradesh;
(c) whether the Government has considered focussing on pharmaceutical companies in areas
suffering from severe shortage of medicines and pharmaceutical drugs, if so, the details thereof
and if not, the reasons therefor; and
(d) whether the Government has launched any programme to raise awareness about the benefits
of the RPTUA program for small and medium pharmaceutical companies in the country since
its inception, if so, the details thereof and if not, the reasons therefor?

(a) and (b): Under the Revamped Pharmaceutical Technology Upgradation Assistance Scheme
(RPTUAS), issued in September 2024, a total amount of ₹ 300.10 crore has been allocated for
various pharmaceutical units for the period from the financial year (FY) 2024-25 to FY2025-26.
Projects sanctioned so far involve grant-in-aid to 142 pharmaceutical companies for a total
amount of ₹ 135.8 crore, including five units involving grant-in-aid for a total amount of ₹5.96
crore in the State of Andhra Pradesh. Release and utilisation of financial assistance under the
scheme is to be done on receipt of certification by the drug regulatory authority concerned
regarding compliance with the revised Schedule M to the Drugs Rules, 1945 and the World
Health Organization – Good Manufacturing Practices. The approved projects are at various
stages of implementation and have not reached the stage of certification as aforesaid and,
therefore, funds have so far not been disbursed under the scheme. List of pharmaceutical
companies whose projects have been considered and sanctioned under the scheme is at
Annexure.
(c): No, Sir. The Government’s policies and schemes seek to strengthen and support the
pharmaceuticals industry throughout the country and the industry is capable of supplying
medicines manufactured in one part of the country to another part.
(d): The Government, in association with industry associations, has so far organised 13 National
Conferences on Enhancing Pharmaceuticals Quality Assurance through Good ManufacturingPractices and Session on RPTUAS and five webinars with pharmaceutical clusters. These
conferences were held in Himachal Pradesh (Baddi), Gujarat (Ahmedabad), Bihar (Aurangabad),
Telangana (Hyderabad), Andhra Pradesh (Vizag), Maharashtra (Pune), Goa (Panjim), West
Bengal (Kolkata), Madhya Pradesh (Indore), Odisha (Bhuvneshwar), Maharashtra (Mumbai),
Karnataka (Mysore) and Gujarat (Vadodara). The webinars with pharmaceutical clusters have
been held at Chennai, Bangalore, Hyderabad, Ahmedabad and Vadodara.Annexure
