Parliament Question: Revenue Generation due to Commercial Coal Mining

GOVERNMENT OF INDIA MINISTRY OF COAL LOK SABHA UNSTARRED QUESTION NO. 498 ANSWERED ON 22.07.2026 REVENUE GENERATION DUE TO COMMERCIAL COAL MINING 498. SHRI DHAVAL LAXMANBHAI PATEL: Will the Minister of COAL be pleased to state: (a) the number of coal blocks auctioned under the commercial coal mining regime and the revenue generated for the Central and State exchequers during the last three years; (b) the details of safeguards built into the auction process to ensure transparency and environmental compliance; and (c) the details of employment generated in coal-bearing States as a result thereof? ANSWER MINISTER OF STATE FOR COAL AND MINES (SHRI SATISH CHANDRA DUBEY) (a) A total of 141 coal blocks has been auctioned under the commercial coal mine auction regime and 132 blocks have been allocated. Detail of revenue generated from commercial coal mines during the last three years to Central and State exchequers which includes Upfront Amount, Monthly Premiums, Royalty, payments towards District Mineral Foundation Fund (DMF), National Mineral Exploration Trust, Dividend, GST and Corporate Income Tax is given below: Description FY24 FY 25 FY26 Revenue Generated (Rs Cr) 2323.7 2323.76 3090.34 (b) Transparency and efficiency is institutionally embedded through a rule-based auction framework under the Coal Mines (Special Provisions) Act and the Mines and Minerals (Development and Regulation) Act. Commercial coal mine auctions are conducted entirely online through the MSTC e-auction portal using a two-stage electronic bidding process. To address such risks, multiple safeguards exist within commercial coal auctions. These include stringent bidder qualification requirements, mandatory disclosures of participation form related parties and undertakings against collusive behaviour. Additionally, provisions for cancellation of coal blocks in cases of misrepresentation, and debarment from future auctions act as deterrents. Strengthening real-time scrutiny and enforcing penalties decisively are critical Page 1 of 2to ensuring that private participation in commercial coal mining remains competitive and transparent. As per the CMDPA, the allocattee has to develop the coal mine after obtaining Environmental Clearance. The proponent should make to make necessary arrangements for mechanised loading and establishment of first-mile connectivity for transportation of coal from the pit-head, so as to reduce environmental pollution. (c) Employment generation occurs predominantly once the mine commences production. 15 commercial coal mines are currently under production and employment generation in these 15 mines presently stands at 5,161 as per records available with the Ministry.
