Shri Sukanta Kumar Panigrahi: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government has reviewed the progress in the implementation of Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM), Pradhan Mantri Gram Sadak Yojana-IV (PMGSY-IV), Pradhan Mantri Awas Yojana–Gramin (PMAY-G), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), if so, the details thereof, State-wise including Odisha; (b) whether the Lakhpati Didi Initiative, National Campaign on Entrepreneurship and the People Operating System (LokOS) application have improved entrepreneurship, sustainable livelihoods and household incomes of Self-Help Group members, indicating the major achievements, if so, the details thereof; (c) whether rural roads, bridges, housing and tribal infrastructure projects under PMGSY/PMGSY-IV, PMAY-G and PM-JANMAN have been expedited, State and districts-wise including Kandhamal, Boudh, Nayagarh, Ganjam districts and the State of Odisha's, if so, the details thereof; and (d) the details of Budget Estimates, Revised Estimates, Actual Expenditure and the funds sanctioned, released and utilised during the last three financial years, State-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): The Government regularly reviews the implementation and progress of its key rural development schemes across the country, including Odisha. In this direction, Ministry of Rural Development has evolved a comprehensive multi-level and multiformat system of monitoring and evaluation of the implementation of rural Page 1 of 4development schemes, including Performance Review Committee Meetings, National Level Monitors (NLMs), Area Officers Schemes, Common Review Mission, Concurrent Evaluation and Impact Assessment Studies. State specific reviews of States/UTs are also undertaken from time to time and action is taken on the basis of their findings. Social Audits are also conducted for schemes. (b): As a result of various measures adopted under comprehensive livelihood development initiative including Lakhpati Didi Initiative, National Campaign on Entrepreneurship and the People Operating System (LokOS) application, etc a total of about 10.05 crore women have been mobilized into Self Help Group towards Livelihood Programme (Farm & Non-Farm), Entrepreneurship Programmes, Community Resource Persons etc. Out of these, about 3.46 crore women have become Lakhpati Didis. (c): Implementation of rural development programmes across the country including in Kandhamal, Boudh, Nayagarh, Ganjam districts of Odisha is a continuous process. District-wise details infrastructure projects sanctioned under PMGSY/PMGSY-IV, PMAY-G and PM- JANMAN in the State of Odisha, wherever applicable, is given in Annexure. (d): Details of Budget Estimate (BE) and Revised Estimate (RE) under various programmes/schemes of MoRD are allocated and maintained at scheme level as part of the budget of the Ministry and there is no State-wise BE and RE allocated under the programmes/schemes.
