Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government has undertaken a review of urban infrastructure
requirements of towns in Fatehgarh Sahib Lok Sabha Constituency
including Sirhind-Fatehgarh Sahib, Mandi Gobindgarh and Bassi Pathana,
especially relating to drinking water supply, sewerage networks, solid
waste management and urban roads;
(b) if so, the details of projects sanctioned, funds released and physical
progress achieved under AMRUT, Swachh Bharat Mission-Urban and
Smart Cities Mission related interventions in the said towns; and
(c) the measures proposed to be taken by the Government for improving
sewage treatment, door-to-door waste collection, scientific landfill
management, urban green spaces and reduction of pollution in industrial
pockets like Mandi Gobindgarh while ensuring timely completion and
quality monitoring?
ANSWER

(a) to (c): As per the provisions of Article 243W of the Constitution, in
conjunction with the Seventh and Twelfth Schedules, matters relating to
urban development fall within the purview of States/Urban Local Bodies
(ULBs). However, Ministry of Housing and Urban Affairs (MoHUA) provides
programmatic support to the States/Union Territories (UTs) in their urban
development agenda through its various flagship Missions/Programmes
viz. Atal Mission for Rejuvenation & Urban Transformation 2.0 (AMRUT
2.0), Swachh Bharat Mission – Urban 2.0 (SBM – U 2.0), Smart Cities
Mission (SCM), etc.
Through these Missions/Schemes, the Central Government approves the
State Plans and provides the Central Assistance (CA) to the States. The
projects are selected, designed, approved and executed by the States/UTs
and the cities. The State Governments release funds to the cities/districts.

AMRUT: AMRUT was launched on 25 June 2015 in selected 500 cities (485
cities including 15 merged cities) and towns across the country. The
Mission focuses on development of basic infrastructure, in the selected
cities and towns, in the sectors of water supply; sewerage and septage
management; storm water drainage; green spaces and parks; and non-
motorized urban transport. AMRUT 2.0 was launched in the year 2021 in
all ULBs/ cities, enabling the cities to become 'self-reliant' and 'water
secure'. Providing universal coverage of sewerage and septage
management in 500 AMRUT cities is one of the major focus areas of
AMRUT 2.0. Under the Mission, States/UTs are empowered to select,
appraise, propose and implement projects.
Under AMRUT, Punjab State has taken up 33 projects worth ₹608.28 crore
in Fatehgarh Sahib Lok Sabha Constituency which include 11 water supply
projects worth ₹81.01 crore, 16 sewerage/septage management projects
worth ₹523.57 crore and 06 green spaces & park projects worth ₹3.7
crore. Details of Projects are attached at Annexure-I.
Under AMRUT 2.0 so far, 16 water supply projects with total project cost
of ₹450.77 crore {including Operation & Maintenance (O&M) cost} have
been approved in Fatehgarh Sahib Lok Sabha Constituency. Details of
approved projects are attached at Annexure-II. Funds under AMRUT &
AMRUT 2.0 are allocated/released/sanctioned to State/UTs, not town/city-
wise.
Under AMRUT, against the committed CA of ₹1,204.47 crore for projects,
₹1,190.77 crore has been released to Punjab State. Under AMRUT 2.0,
against the committed CA of ₹1,836 crore for projects, ₹329.69 crore has
been released/sanctioned to Punjab State.
SBM-U: Sanitation is a state subject under 7th schedule of the
constitution. It is the responsibility of State/ULBs to plan, design and
execute sanitation projects in the urban areas of the concerned
States/UTs. Under SBM-U 2.0 Central Share of funds are released to the
States/UTs and not to the cities/constituencies. Hence, details in respect
of Fatehgarh Sahib Lok Sabha Constituency including Sirhind-Fatehgarh
Sahib, Mandi Gobindgarh and Bassi Pathana are not maintained at Ministry
level.
To supplement the efforts of States/UTs, SBM-U 2.0 was launched on
01.10.2021 with a vision of achieving Garbage Free Status for all
ULBs/cities in the country through 100% source segregation, door to door
collection and scientific management of all fractions of waste.

As reported by the State of Punjab on the Swachhatam Portal, out of 3,199
total wards in the State, 3,194 wards (99.84%) are practicing door to door
collection and 3,165 wards (98.94%) are practising source segregation.
Out of 4,022 Tonnes Per Day (TPD) waste generated in the State, a total
of 3,833 TPD (95.32%) of waste is being processed. ULB-wise details of

Under SBM-U 2.0 (2021-2026), ₹1,054.20 crores have been allocated to
State of Punjab, out of which ₹294.20 crores have been earmarked for
Solid Waste Management (SWM). Further, action plans worth ₹893.52
crores having central share of ₹293.29 crores has so far been approved
under SWM component of SBM-U 2.0. It includes action plan for
remediation of 53.89 lakh ton of legacy waste, waste to composting plants
of 600 TPD, bio-methanation plants of 1,544 TPD, Material Recovery
Facilities (MRFs) of 597 TPD, Waste to Electricity (WtE) plants of 831 TPD,
Sanitary Landfill (SLF) of 680 TPD, Construction and Demolition (C&D)
plant, of 374 TPD and 20 mechanical road sweepers. Details of all the
projects under SBM-U reported by State of Punjab are available at SBM-U,

SCM: None of the towns in Fatehgarh Sahib Lok Sabha Constituency in
Punjab was selected under Smart Cities Mission.
