REVISED GUIDELINES FOR PMKKKY 2024

Will the Minister of MINES be pleased to state:
(a) whether the Government has issued new revised guidelines for the Pradhan
Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) 2024 under the District Mineral
Foundation (DMF), if so, the details of major provisions thereof;
(b) whether it is a fact that the PMKKKY 2024 guidelines have laid down clear
directions regarding area mapping, project selection, work approval and monitoring for
the utilisation of funds and if so, the details thereof;
(c) whether it is a fact that the Government has been receiving complaints regarding
violations of the DMF/PMKKKY 2024 guidelines;
(d) if so, the details of the existing provisions for action against the district authority,
implementing agency or officials concerned along with the actions taken in case of
violations and the district-wise details for the State of Rajasthan including Churu and
Jhunjhunu districts from the year 2024 till date;
(e) whether any mechanism has been setup by the Government to ensure effective
implementation and transparency of PMKKKY 2024; and
(f) if so, the details for the State of Rajasthan, district-wise?

(a) to (f): The revised Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY)
guidelines issued by the Central Government on 15 January 2024, inter-alia, provide
for clear demarcation of directly and indirectly affected areas, utilization of at least 70
percent of the District Mineral Foundation (DMF) funds in directly affected areas and
in high priority sectors, convergence with government schemes, inclusion of elected
representatives in the Governing Council of the DMF, mandatory annual audit of DMF
accounts by C&AG-empaneled Chartered Accountants, along with audit by C&AG to
enhance transparency, and State Level Monitoring Committee to monitor performance
of DMFs and compliance of transparency norms, audit and annual report of DMFs. As
per the aforesaid guidelines, approval of expenditure of funds from DMF lies solely
with the Governing Council of DMF.Further, section 12 of the revised PMKKKY guidelines 2024 directs the DMFs to devise
and implement a grievance redressal mechanism so as to redress each grievance and
reply to the complainant within 30 days of making a complaint to the Collector or any
other officer as may be notified. Section 13 of the guidelines provide that the State or
Central Government, in case of failure of a DMF to follow its directions in respect of
section 12, may direct the suspension of sanction of any or all new works or execution
of any or all of already sanctioned works; and/ or suspension of release of funds for
any or all the works by the bank(s) where DMF fund is deposited or the bank account
of the executing agencies where funds have been transferred from DMF. As per
information provided by the State Government of Rajasthan, one complaint in the
district of Jhunjhunu was received. However, the inquiry found no violation.
The Ministry of Mines has launched the National DMF Portal to enhance transparency
and effective utilization of DMF funds. District-wise details for the State of Rajasthan
