Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be
pleased to state:
(a) whether the Government has received representations from Members of Parliament across party lines demanding a upward revision of the annual allocation under the Members of Parliament Local Area Development Scheme
(MPLADS) from the current Rs. 5 crore per annum to Rs. 15 crore or Rs. 25 crore per annum and if so, the details thereof;
(b) whether the Government has evaluated the impact of inflation, escalating wholesale price indices of construction materials and the increased cost of creating durable community infrastructure on the purchasing power of the current allocation which has remained unchanged since the year 2011-12 and if so, the details of the assessment thereof along with the reasons for not revising the allocation;
(c) whether the Government plans to introduce a periodic, inflation-indexed mechanism to hike the MPLADS corpus to match local developmental requirements;
(d) whether the Government proposes to revise the operational guidelines of MPLADS to improve implementation and utilisation of funds; and
(e) the details of the action taken or proposed by the Government regarding enhancement of the MPLADS allocation and the timeline fixed therefor? (a) Yes, Sir. Suggestions for revision of annual entitlement of MPLADS fund were received from Members of Parliament.(b) to (e) The primary objective of the Members of Parliament Local Area Development Scheme (MPLADS) is to enable each Member of Parliament to recommend developmental works based on the locally felt needs of the people, with emphasis on the creation of durable community assets for the larger public good.
The works permissible under the Scheme span a wide range of sectors, including public and community infrastructure, public conveniences, safety and security, education, public health, drinking water, and sanitation. While various Central and State Government Ministries and Departments implement sector-specific schemes in these areas, the MPLADS is intended to complement such initiatives by addressing locally identified development needs, providing last-mile connectivity, and bridging viability gaps, rather than replacing or duplicating existing schemes.
Further, to enhance the coverage and impact of works under the Scheme in line with emerging development needs, the Union Cabinet, while approving the continuation of the MPLADS, also approved convergence of MPLADS with more number of Central and State Government schemes as well as projects of local bodies. This is aimed at facilitating the execution of larger and more impactful projects through pooled funding, thereby enhancing the overall effectiveness of the Scheme and enabling Members of Parliament to recommend works of greater scale and wider public benefit without duplication.
In order to align the MPLADS Guidelines with the evolving development needs of the community and to incorporate the measures approved by the Union Cabinet for the continuation of the Scheme from FY 2026–27 to FY 2030–31, the Ministry is undertaking a revision of the extant MPLADS Guidelines. The revised Guidelines are proposed to incorporate feasible suggestions received from various stakeholders, including Hon'ble Members of Parliament, wherever these are found to be consistent with the objectives of the MPLAD Scheme.
At present, there is no proposal under consideration to introduce a periodic, inflation-indexed mechanism to hike the MPLADS funds or enhance the MPLADS annual allocation. However, the Ministry receives and examines, on a continuous basis, the new suggestions from stakeholders, including suggestions for revision of entitlement of funds under MPLAD Scheme, following due process.
