(a) the details of all revival packages approved for BSNL during the last ten years;
(b) whether BSNL has continued to post losses even after revival packages and if so, the details
thereof and the reasons therefor;
(c) the amount of revival funds actually spent, item-wise, and the details of the outcomes
achieved; and
(d) the reasons for delay in nationwide roll out of 4G and in launching 5G along with circle-
wise status?

(a) to (d) OF THE LOK SABHA STARRED QUESTION NO.151 FOR 10TH DECEMBER,
2025 REGARDING “REVIVAL PACKAGE FOR BSNL.”
(a) & (c) Government has approved revival packages to BSNL as mentioned below:
In 2019, first revival package amounting to around ₹ 69,000 Crores was given that brought
down the operating costs of BSNL .
In 2022, revival package amounting to around ₹ 1,64,000 Crores was given. It focused on
infusing fresh capital, restructuring debt, viability gap funding for rural telephony etc .
In 2023, Government approved the allotment of 4G/5G spectrum to BSNL with the total
outlay of around ₹ 89,000 Crores.
In 2025 an additional amount of ₹ 6,982 Crores has been approved as additional CAPEX
support for rollout of 4G network by BSNL across the country.
The total amount of ₹ 2,54,575.39 Crores has been spent from these revival packages, so far.
Detailed breakup of item-wise fund utilization is at Annexure-I.
(b) As a result of these packages, BSNL has started to earn operating profit from F.Y. 2020-21.
(d) As part of the Atmanirbhar Bharat initiative, BSNL has rapidly installed 97,401 4G sites
using indigenously innovated 4G technology, of which 94,458 sites are On-Air as of 30.11.2025.
The equipment is 5G upgradable from technology perspective. The state-wise data of BSNL 4G sites
installed and commissioned is attached at Annexure-II.
