(a) the status of implementation of Rashtriya Gokul Mission (RGM) State-wise including
Karnataka;
(b) the details of new veterinary dispensaries, mobile veterinary units, or first aid centres have
been established by the Government during the last two years, State-wise;
(c) the steps taken by the Government to conserve and promote indigenous cattle breeds like
Hallikar, Amrit Mahal and Malnad Gidda;
(d) whether any investments have been made under AHIDF to support dairy processing, chilling
infrastructure and fodder development in Karnataka and if so, the details thereof; and
(e) whether any findings of irregularities, misuse of funds or delays in project delays have been
observed with respect to various schemes of the Government, if so, the details thereof?

(a) and (c) In order to complement and supplement the efforts made by the States and Union
Territories, to conserve and promote indigenous bovine breeds including Hallikar, Amritmahal and
Malnad Gidda, Government of India is implementing Rashtriya Gokul Mission (RGM) for development
and conservation of indigenous breeds, genetic upgradation of bovine population and enhancement of
milk production and productivity of bovines. All indigenous bovine breeds are covered under the scheme
including Hallikar, Amritmahal and Malnad Gidda of Karnataka. Following steps are being taken under
the scheme:
(i) Implementation of Nationwide Artificial Insemination Programme using semen of high merit
bulls including bulls of indigenous breeds.
(ii) The Department of Animal Husbandry and Dairying has established sex sorted semen
production facilities and implementing Accelerated Breed Improvement Programme using sex
sorted semen with the aim to produce female calves up to 90% accuracy thereby enhancing milch
cattle population, breed improvement and farmers' income. Government has launched
indigenously developed sex sorted semen technology to deliver sex sorted semen at reasonable
rates to farmers including sex sorted semen of indigenous breeds.
(ii) Implementation of progeny testing and pedigree selection for production of high genetic merit
bulls including bulls of indigenous breeds like Gir, Sahiwal, Tharparkar, Kankrej, Hariana, Rathi,
Gaolao breeds of cattle and Murrah, Mehsana, Jaffarabadi, Pandharpuri, Nili Ravi, Banni breeds
of buffalo. High genetic merit bulls of indigenous breeds produced under the programme are
being made available to semen stations for semen production.(iii) Implementation of In-Vitro Fertilization (IVF) Technology: To propagate elite animals of
indigenous breeds, the Department has established 23 IVF laboratories. The technology has
important role in genetic upgradation of bovine population in single generation. Further, to
deliver technology at reasonable rates to farmers Government has launched indigenous IVF
media.
(iv) Genomic Selection: To select High Genetic Merit (HGM) animals and to accelerate
genetic improvement of cattle and buffaloes, the Department has developed unified genomic
chips—Gau Chip for indigenous cattle and Mahish Chip for buffaloes—specifically designed for
initiating genomic selection of high genetic animals in the country.
(v) Funds have been released to the States for establishment of 16 Gokul Grams for
development and conservation of indigenous breeds of cattle and buffaloes in scientific and
holistic manner. Two National Kamdhenu Breeding Centres have been established as repository
of germplasm of indigenous breeds. Both the activities have been discontinued under revised
realigned Rashtriya Gokul Mission from 2021-22 to 2025-26.
(vi) Department of Animal Husbandry and Dairying is implementing National Milk
Recording programme and Surabhi Chayan Shrankhla for identification, location of donors and
propagation of elitist of elite animals of indigenous breeds. So far under Surabhi Chayan
Shrankhla, 1773 animals of Malnad Gidda, 692 animals of Hallikar and 664 animals of
Amritmahal breed of cattle have been identified and recorded in Bharat Pashudhan data base.
Karnataka has been participating under Rashtriya Gokul Mission and an amount of Rs 107.37
crore have been released since inception of the scheme. Following specific efforts have been made under
Rashtriya Gokul Mission in Karnataka for development and conservation of Hallikar, Amritmahal,
Malnad Gidda breed of cattle:
(i) Funds have been released to the State for establishment of Gokul Gram at Lingadahalli,
Chikkamagaluru district for scientific and holistic development of Amritmahal breed of cattle.
State Government has also established 11 Amritmahal cattle breeding subcentres and 1623
animals of Amritmahal breed of cattle are maintained in these subcentres.
(ii) Funds have been released to the State for implementation of Nationwide Artificial
Insemination Programme. Under the programme semen of elite bulls of all indigenous breeds
(Hallikar, Amrithmahal, Malnad Gidda, Khillar, Krishna Valley, Deoni, Gir, Sahiwal,
Tharparkar etc.) have been used for genetic upgradation of indigenous breeds.
(iii) Funds have been released for training and equipping community resource persons-Multi-
purpose Artificial Insemination Technicians in Rural India (MAITRIs) for extending AI coverage
including AI coverage among indigenous breeds.
(iv) As per information from State Government, State is implementing Amrita Siri scheme
to encourage breeding of indigenous breeds. Under the scheme females calves/ heifers of
indigenous breeds including Amritmahal, Hallikar and Malnad Gidda are made available to
interested farmers.

veterinary dispensaries including, mobile veterinary units, or first aid centres available state wise is given
at Annexure-II and III respectively.
