(a) & (b) The Ministry is implementing the Centrally Sponsored Scheme of the revamped
Rashtriya Gram Swaraj Abhiyan (RGSA) with effect from the financial year 2022–23. The
primary objective is to build the capacity of Panchayati Raj Institutions (PRIs) by providing
training to Elected Representatives (ERs) and other stakeholders, enhancing their governance
and leadership capabilities to enable Gram Panchayats to function effectively. Apart from
training, the scheme also provides support to the States/ UTs to create Panchayat infrastructure
like Gram PanchayatBhawan, Computer andCo-locationof Common ServiceCentres(CSCs) in
Gram PanchayatBhawan onlimited scale.
Further, under the Rashtriya Gram Swaraj Abhiyan (RGSA), a key focus area is the digital
enablementof Panchayatstoenhanceservice delivery,transparency,andadministrativeefficiency.
The Ministry is implementing the e-Panchayat Mission Mode Project (MMP) under RGSA,

transparency andmanagement inthe conductof Gram SabhasbyPanchayats.
RGSA is being implemented across all States and Union Territories, including in Madhya
Pradesh. As per the information available on Training Management Portal (TMP), participants

(c) and (d)Yes, Sir. According to the information provided by the State, under the Panchayat
Advancement Index (PAI) Version 1.0 for the financial year 2022–23, the Tamia Gram
Panchayat of Tamia Janpad in Chhindwara district secured the first position in the district based
onthe overall score across allnine themesrelatedto the localizationof Sustainable Development
Goals (SDGs).
Additionally, in the area of infrastructure, which falls under Theme-6 (Self-reliant Infrastructure
in Panchayats), Ner Panchayat of Chhindwara district performed the best. Likewise,Tinkheda
Gram Panchayat of SausarJanpad in the same district secured the top position under Theme-8
(Good Governance Panchayat). PAI isa comprehensive assessment tool thatmeasures Panchayat
performance in areas such as e-governance, infrastructure, financial management, and quality of
