Rising prices of fertilizers
339. SHRI IMRAN PRATAPGARHI:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) what steps Government has taken to address the rising prices of fertilizers and
ensure that farmers receive adequate subsidies;
(b) the data on the shortage of urea and other fertilizers over the past 12 months,
State-wise;
(c) the measures taken to prevent delays and ensure timely distribution of fertilizers
to farmers across all States; and
(d) whether Government has investigated reports of mismanagement or diversion
of fertilizers leading to black-marketing, if so, the actions taken against those
responsible?

(a) Urea is provided to the farmers at a statutorily notified Maximum Retail Price
(MRP) irrespective of the cost of production. The subsidized MRP of 45 kg bag of urea
is Rs.242 per bag (exclusive of charges towards neem coating and taxes applicable).
The difference between the delivered cost of urea at farm gate and net market
realization by the urea units is given as subsidy to the urea manufacturer/importer by
the Government of India. Accordingly, all farmers are being supplied urea at the
subsidized rates.
In case of Phosphatic and Potassic (P&K) fertilizers, Government has
implemented Nutrient Based Subsidy (NBS) Policy w.e.f. 01.04.2010. Under the
policy, a fixed amount of subsidy, decided on annual/bi-annual basis, is provided to-2-
manufacturer / importer on subsidized P&K fertilizers depending on their nutrient
content i.e. Nitrogen (N), Phosphorus (P), Potassium (K) and Sulphur (S). Under NBS
Scheme, P&K fertilizers are decontrolled and fertilizer companies are allowed to fix
MRP as per market dynamics at reasonable level which is monitored by the
Government. In order to keep targeted farm gate price of DAP @ ₹1350 per 50 Kg
bag, Government of India has introduced special provisions over and above NBS
Subsidy, like Rs. 3500 per MT to cover ‘Other Costs’ which includes costs incurred
from factory gate to farm gate, advantage / disadvantage due to increase / decrease
in international prices, provision for GST component included in the MRP and
provision for reasonable return @ 4% of net MRP (MRP-GST) for both imported and
domestic DAP for Kharif 2025 and Rabi 2025-26 season. These provisions have also
been extended for imported Triple Super Phosphate (TSP).
Under 'DBT in Fertilizers system, 100% subsidy on various fertilizer grades is
released to the fertilizer companies, on actual sales to the beneficiaries based on
Aadhar authentication through POS devices installed at each retail shop. Accordingly,
all beneficiaries are being supplied fertilizers at the subsidized rates. These measures
ensure benefit of fertilizer subsidies to the beneficiaries.
(b) The availability of fertilizers viz. Urea, DAP, NPKS and MOP has remained
adequate across the States during Rabi 2024-25, Kharif 2025 and ongoing Rabi 2025-
26 season, the information of which is placed at Annexure - A.
(c) To ensure timely and adequate supply of fertilizers in the country, before the
commencement of each cropping season, Department of Agriculture and Farmers
Welfare (DA&FW), in consultation with all the State Governments, assesses the state-
wise & month-wise requirement of fertilizers. On the basis of requirement projected,
Department of Fertilizers allocates sufficient/ adequate quantities of fertilizers to States
by issuing monthly supply plan and continuously monitors the availability. The
movement of all major subsidized fertilizers is monitored throughout the country by an
on-line web-based monitoring system called integrated Fertilizer Monitoring System-3-
(iFMS). Regular Weekly Video Conference is conducted jointly by DA&FW and D/o
Fertilizers with State Agriculture Officials and corrective actions are taken to dispatch
fertilizers as indicated by the State Governments.
(d) In order to address the issues of hoarding, diversion and black-marketing, fertilizers
are declared as an essential commodity under the Essential Commodities Act, 1955
and notified under Fertilizer Control Order, 1985. State Governments are empowered
to take action against persons involved in said malpractices, as per provisions of EC
Act. Any complaints received at Department of Fertilizers level regarding these
malpractices is sent to concerned State Government to take appropriate action under
Essential Commodities Act, 1955 and Fertilizer Control Order, 1985. Accordingly, the
details regarding enforcement measures taken by the States, as informed by them,
from 01.04.2025 to 09.01.2025, to curb these malpractices is placed at Annexure - B.
