Parliament Question: Road Projects for Bihar under PMGSY

Lovely Anand: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government has launched the Pradhan Mantri Gram Sadak Yojana (PMGSY) Phase-IV for the financial years 2024-29, State-wise including Bihar; (b) whether Bihar has been accorded priority under the schme in view of its large rural population and road connetivity requirment, if so, the details thereof; (c) the details of the number of eligible rural habitations, number of eligible projects, number of road proposals received from the State Government and number of projects approved so far for Bihar under PMGSY, district-wise; (d) the details and the number of eligible rural habitations, eligible projects, road proposals received from the State Government, approved projects, approved road length, approved amount and the current progress of the projects, district-wise including Sheohar; and (e) whether eligible project has not been approved by the Government, if so, the details thereof and if not, the reasons therefor along with the timeframe for their approval? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) & (b): The Union Cabinet approved Pradhan Mantri Gram Sadak Yojana-IV (PMGSY-IV), for implementation during FY 2024–25 to FY 2028–29 with the target to provide all-weather road connectivity (construction of 62,500 km of roads) to 25,000 eligible unconnected habitations across the country with a total outlay of Rs.70,125 crore. There is no state-wise target under PMGSY-IV. The eligibility criteria Page 1 of 3of the habitations to be provided connectivity under PMGSY-IV based on population norms of Census 2011 are as follows: i. Habitations with a population of 500 and above in plains, ii. Habitations with a population of 250 and above in Special Category States (Arunachal Pradesh, Assam, Ladakh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Himachal Pradesh, Jammu Kashmir and Uttarakhand), Special Category Areas [Tribal Schedule-V Areas, Desert Areas, Aspirational Blocks/ Districts and Hilly areas as notified by the respective State Government (cross slope more than 25% gradient and the elevation is more than 600 metres from the Mean Sea Level)] and iii. Habitations with a population of 100 and above in LWE affected Districts including Legacy & Thrust Districts identified by MHA from time to time. (c) & (d): The identification of eligible habitations, preparation of Detailed Project Reports (DPRs), and submission of proposals are undertaken by the State Government through the State Rural Roads Development Agency (SRRDA) using the Online Management, Monitoring and Accounting System (OMMAS). Across all phases of PMGSY (PMGSY-I, II, III, and RCPLWEA), a total of 18,764 roads measuring 65,584 km and 2,085 bridges have been sanctioned in the State of Bihar, out of which 62,724 km of road length and 1821 bridges have been completed till date, connecting 31,293 habitations. The details of works sanctioned and completed under all verticals of PMGSY in the State of Bihar including District- wise details including that of Sheohar district are available in the public domain via the Online Management, Monitoring and Accounting System (OMMAS) portal and may be seen at https://pmgsy.dord.gov.in/dbweb. (e): Clearance of road proposals under PMGSY is an ongoing process governed by programme guidelines. Projects are sanctioned based on the following standard procedure: i. Submission on OMMAS: The State Government prepares DPRs and uploads vetted proposals on the OMMAS portal. ii. Technical Scrutiny: DPRs are scrutinised by State Technical Agencies (STAs), Principal Technical Agencies (PTAs) and National Rural Infrastructure Development Agency (NRIDA). iii. Empowered Committee Consideration: Eligible proposals are placed before the Inter-Ministerial Empowered Committee (EC) of the Ministry of Rural Development for consideration. Proposals are deferred or not approved primarily due to: Page 2 of 3 Incomplete Detailed Project Reports (DPRs) or pending information sought from the State Government regarding them.  Issues related to land availability or alignment disputes. Once the State Government resolves technical queries and submits fully compliant proposals, they are considered for approval by the Empowered Committee in a time-bound manner. As on date, under PMGSY-IV, the State of Bihar has uploaded 20 nos of road works for a length of 22.83 km covering 21 nos of habitations and 4 bridges on Programme MIS of PMGSY which are under scrutiny. No other proposal is pending for sanction. ***** Page 3 of 3
