Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) whether the Government proposes to formulate a roadmap for the National Bioenergy Programme Phase-II beyond 31.03.2026 particularly in view of the progress achieved under Phase-I and if so, the details thereof;
(b) the steps being taken by the Government to further strengthen convergence with the animal husbandry and dairy sectors including dairy cooperatives, gaushalas and rural livestock clusters for sustained feedstock availability and decentralized bioenergy generation;
(c) whether any plan has been prepared to scale up Bio-CNG, waste-to-energy and medium-size biogas plants in high livestock-density States such as Rajasthan; and
(d) the measures taken by the Government to integrate bioenergy expansion with farmer income enhancement, organic manure generation and circular rural economy objectives? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK)
(a) The Ministry of New and Renewable Energy (MNRE) has been implementing the Phase-I of National Bioenergy Programme (NBP) initially valid till 31.03.2026. Further, the programme has been extended up to 30.09.2026.
At present, Phase-II of the National Bioenergy Programme has not been approved by the Government.
(b) The Galvanizing Organic Bio-Agro Resources Dhan (GOBARdhan) and Sustainable Alternative Towards Affordable Transportation (SATAT) initiatives of Government of India promotes decentralized bioenergy generation through convergence with the animal husbandry and dairy sectors, including dairy cooperatives, gaushalas and rural livestock clusters, and ensures sustained feedstock availability.
(c) and (d) Various initiatives of the Government that contribute to the farmer income enhancement, organic manure generation and circular rural economy in high livestock-density States including Rajasthan, inter alia, includes:
i. Under Phase-I of the National Bioenergy Programme (NBP) of the Ministry of New and Renewable Energy (MNRE), Central Financial Assistance is provided for setting up bioenergy plants for generation of biogas, Bio-CNG, etc.ii. Under the Swachh Bharat Mission (Grameen), financial assistance of up to ₹50 lakh per district is provided during 2020-21 to 2026-27 for setting up cluster/community-level biogas plants.
iii. Under the SAMARTH (Sustainable Agrarian Mission on use of Agri-Residue in Thermal Power Plants) initiative of the Ministry of Power, biomass co-firing in coal-based thermal power plants is being promoted.
iv. The Ministry of Petroleum and Natural Gas (MoPNG) is promoting the BioCNG/CBG sector through the SATAT initiative, which facilitates procurement of CBG by Oil Marketing Companies
(OMCs), and also by implementing schemes for financial assistance towards procurement of Biomass Aggregation Machinery (BAM) and development of pipeline infrastructure for injection of CBG into the City Gas Distribution (CGD) network.
