Thiru Arun Nehru: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether a comprehensive rural development roadmap has been prepared for Perambalur Lok Sabha Constituency through the convergence of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM), Prime Minister Awas Yojana-Gramin (PMAY-G) and other rural development schemes, if so, the details thereof; (b) the details of funds sanctioned, released, bills/FTOs generated and payments pending for disbursement under these schemes, scheme-wise; (c) the reasons for the delay in disbursement of pending funds and the steps taken to clear such dues; and (d) the details of monitoring mechanism in place to ensure timely release of funds and effective implementation of the said schemes? Page 1 of 5STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (d) OF LOK SABHA STARRED QUESTION NO. *137 TO BE ANSWERED ON 28.07.2026 REGARDING “ROADMAP FOR RURAL DEVELOPMENT” (a): Ministry of Rural Development has adopted a multi-pronged strategy with a defined roadmap for comprehensive development of rural India by implementing number of welfare schemes/programmes, such as, Viksit Bharat – Guarantee for Rozgar & Ajeevika Mission (Gramin) (VB-G RAM G), Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY), Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Rural Self Employment Training Institutes (RSETIs), National Social Assistance Programme (NSAP) and Watershed Development Component of PMKSY (WDC-PMKSY), across the country including in Perambalur district of Tamil Nadu. Further, inter-se programme/scheme convergence has been adopted with a view to optimize the benefits towards addressing rural poverty, improving the economic well-being and upgrading both social as well as economic facilities of the people, thereby collectively raising the standard of living in rural areas. A few major convergence measures under the programmes are given in Annexure-I. Details of progress/ achievements under a few major schemes such as MGNREGS/ VB-G RAM G, PMAY-G, PMGSY and NRLM in Perambalur district of Tamil Nadu is given below. Scheme/ Progress/achievement Programme MGNREGS/ 4.27 crore persondays generated and 80,176 assets VB-G RAM G created by utilizing Rs 1093.57 crore during 2014- 2026 PMAY-G 10,932 houses completed since inception by utilizing Rs.141.53 crore PMGSY A total of 916 km road length (336 roads and 7 bridges) has been completed since inception at an expenditure of Rs. 322 crore (including State Share). NRLM A total of 56,558 women members have been mobilized into 4,804 SHGs, with 122 Village Organisations (VOs) and 4 Cluster Level Federations (CLFs) formed under the Mission (b): As per extant SNA-SPARSH model, States implementing Centrally Sponsored Schemes are issued with mother sanctions for incurring expenditure or disbursing funds under the respective programme/ Page 2 of 5scheme and no lump sum funds are released into the accounts of States. Upon generating the payment file by respective State/UT, the payment to the beneficiaries is released along with requisite state share through PFMS system on ‘just in time release’ basis. Details of total mother sanctions issued under major programmes/schemes, wherever applicable and funds utilized by States/UTs through FTOs/Payment bills thereon are given in Annexure-II. (c): Funds are released to the States/UTs, which in turn release them to the respective districts or implementing agencies for further disbursal. Schematic guidelines of the respective programmes/schemes and extant instructions issued by Ministry of Finance provide defined procedure and details of requisite documents/information to be submitted by States/UTs for ensuring timely release of funds. Non-adherence of any of such provisions affects timely release of funds and result in release of such pending funds as liability from the budget allocation of successive financial year(s). In order to further streamline the fund disbursal process, a new fund flow mechanism namely, SNA-SPARSH for Centrally Sponsored Schemes (CSS) has been introduced, with the principle of 'just in time release' to bring about more efficiency in cash management at both Centre and States level, through an integrated framework of PFMS, State IFMIS and e-kuber platform of Reserve Bank of India (RBI) in a progressive manner. (d): All schemes/programmes are implemented in accordance with defined schematic guidelines. Fund release under programmes is based on achieving defined physical milestones in terms of scheme guidelines and utilization of already released funds. In order to improve the outcomes of the programmes besides ensuring effective monitoring including timely fund disbursal, measures such as digital solutions, regular coordination with State Governments, grievance redressal mechanism, provision for social audit, publishing real time information on public domain, etc. are adopted. In addition, MoRD has evolved a comprehensive multi-level and multi-format system of monitoring and evaluation of rural development schemes, including Performance Review Committee Meetings, National Level Monitors (NLMs), Area Officers Schemes, Common Review Mission, Concurrent Evaluation and Impact Assessment Studies. ***** Page 3 of 5Annexure-I Annexure referred to in part (a) of reply to the Lok Sabha Starred Q.No.*137 regarding “Roadmap for Rural Development” to be answered on 28.07.2026. Scheme Particulars of Convergence PMAY-G /  Specified persondays of unskilled labour wages via PM JANMAN MGNREGS/VB-G RAM G  ₹12,000 support for toilet construction through Swacch Bharat Mission Gramin (SBM-G), MGNREGS, other dedicated sources of funding  Provision of electricity, LPG, water connection, etc. through other schemes  Housing intervention of PM JANMAN DAY-NRLM  Capacity building of PRI & SHG members (PRI-CBO  Preparation of Village Prosperity Resilience Plan (VPRP) to Framework) capture SHG demands  Integration of VPRP into Gram Panchayat Development Plan (GPDP)  Non-GPDP demands submitted to line departments by CBOs with follow-up VB-G RAM G  The Act establishes a Unified Convergence Framework to Act plan, execute and monitor all rural works through a single, coherent process anchored in the Viksit Gram Panchayat Plans.  All Central, State and local schemes notified for convergence must follow a common bottom-up planning process, aggregated successively from Panchayat to Block, District and State levels, with final approval by the State Level Steering Committee.  All assets and works, regardless of funding source, must be mandatorily registered on the Viksit Bharat–National Rural Infrastructure Stack portal to prevent duplication and ensure alignment with saturation outcomes.  Nationally harmonised digital backbone (MIS) to cover water security, rural infrastructure, livelihood assets and climate- resilience works.  Convergence with other Programmes/ other Ministries/Departments on Technical (expertise-sharing) or Financial (joint funding with clearly defined components), by following a single-plan, multi-funding approach.  Works under the convergence plan require approval from the competent Panchayat before inclusion in the State-level aggregated plan, which must clearly reflect inter- departmental convergence.
