**Policy Summary: National Rural Livelihood Mission (NRLM) in Tamil Nadu**
This document summarizes the role of the National Rural Livelihood Mission (NRLM) in enhancing skill development and employment opportunities for rural youth in Tamil Nadu, with a focus on the Vellore, Ranipet, and Tiruppattur districts. The NRLM, operating under the Deendayal Antyodaya Yojana (DAY-NRLM), implements two centrally sponsored schemes: DeenDayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Rural Self Employment Training Institutes (RSETIs).
DDU-GKY is a placement-linked skill development program for rural youth aged 15-35, aiming to provide employable skills and facilitate access to regular labor markets with minimum wage jobs or higher. The program prioritizes social inclusion, targeting 50% SC/ST, 33% women, and 5% Persons with Disabilities (PwDs).
RSETIs are bank-led training institutions, funded by the Ministry of Rural Development (MoRD), that offer skill and entrepreneurship development training. MoRD provides financial support for building construction and training costs for 'rural poor' candidates. Unemployed youth aged 18-50 with an aptitude for self-employment or wage employment are eligible for RSETI training.
The following table details the number of youth trained, placed, and settled under the DDU-GKY and RSETI schemes in Vellore, Ranipet, and Tiruppattur districts from FY 2014-15 to June 2025:
