On December 10, 2025, Unstarred Question No. 1720 was answered in Lok Sabha, regarding rooftop solar capacity in Andhra Pradesh. Shri Balashowry Vallabhaneni inquired if the Government of Andhra Pradesh had requested allocation of rooftop solar capacity under the Pradhan Mantri- Surya Ghar Muft Bijli Yojana (PM-SGMBY), if they requested expediting approval of DISCOM proposals, and details and status of proposals. The Minister of State for New & Renewable Energy and Power, Shri Shripad Yesso Naik, responded that Andhra Pradesh requested allocation for 7,77,142 installations with 2 kW rooftop solar (RTS) systems under the Utility Led Aggregation (ULA) model of the PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY), being implemented by MNRE. MNRE sanctioned installation of 3,88,571 RTS systems under the ULA model to Andhra Pradesh, which initiated implementation and recently completed the tendering process.

(a) whether it is true that the Government of Andhra Pradesh requested for allocation of
rooftop solar capacity under Pradhan Mantri- Surya Ghar Muft Bijli Yojana (PM-SGMBY)
and if so, the details thereof;
(b) whether it is also true that Government of Andhra Pradesh requested for expediting
approval of the proposals submitted by DISCOMs; and
(c) if so, the details thereof and the status of the said proposals?

(a) to (c) The Government of Andhra Pradesh requested for allocation of rooftop solar capacity
for the proposal of three DISCOMs to cover 7,77,142 installations with 2 kW rooftop solar
(RTS) systems under the Utility Led Aggregation (ULA) Model of the PM Surya Ghar: Muft
Bijli Yojana (PMSG: MBY) being implemented by the Ministry of New and Renewable Energy
(MNRE).
In accordance with the provisions of PMSG: MBY scheme guidelines, MNRE has issued
sanction for installation of 3,88,571 RTS systems under the ULA model to the state of Andhra
Pradesh. The State has initiated the implementation and has recently completed the tendering
process.
