SANJNA JATAV REGARDING ROYALTY FOR MINERALS:
(a) There are only minor mineral leases sanctioned in the Deeg-Bharatpur area of
Rajasthan. As per section 15 of the MMDR Act 1957, the State Governments have
been empowered for making rules for regulating the grant of quarry leases, mining
leases or other mineral concessions in respect of minor minerals and for the purposes
connected therewith. Further, clause (g) of sub-section (1A) of Section 15 of the
MMDR Act, 1957 empowers the State Governments for fixing and collection of rent,
royalty, fees, dead rent, fines or other charges in respect of minor minerals. As per
information received from the State Government of Rajasthan, the details of total
amount payable and the amount received/recovered in respect of mineral royalty in
Deeg-Bharatpur area during the last five years and the current year is given at
Annexure.
(b) & (c) As per Section 23C of the MMDR Act, 1957, the State Governments are
empowered to frame Rules to prevent illegal mining, transportation, and storage of
minerals and for the purposes connected therewith. Accordingly, Government of
Rajasthan has notified the ‘Rajasthan Minerals (Prevention of Illegal Mining,
Transportation and Storage) Rules, 2006’ to curb illegal mining in the State.
As per the information provided by State Government of Rajasthan, there are total 159
cases of illegal mining or violation of terms & conditions in last 5 years (2020-2021 to
2024-2025). The total penalty imposed in the said cases is Rs. 9452.38 lakhs and the
amount recovered is Rs. 643.99 lakhs.
