Parliament Question: Rural areas connectivity made under PMGSY-IV

GOVERNMENT OF INDIA MINISTRY OF RURAL DEVELOPMENT DEPARTMENT OF RURAL DEVELOPMENT RAJYA SABHA UNSTARRED QUESTION NO. 2546 TO BE ANSWERED ON 13/03/2026 RURAL AREAS CONNECTIVITY MADE UNDER PMGSY-IV 2546 Shri Nabam Rebia: Will the Minister of Rural Development be pleased to state: (a) whether the attention of Government is drawn to the rural areas connectivity programme made under Pradhan Mantri Gram Sadak Yojana (PMGSY-IV) in different parts of the country, particularly in Arunachal Pradesh; (b) whether any suggestions have been received by the Ministry for the establishment of connectivity to rural areas in the implementation of the PMGSY-IV guidelines, if so, the details thereof; and (c) the status of the progress made so far under PMGSY-IV? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): The Government is committed to enhancing rural infrastructure through the Pradhan Mantri Gram Sadak Yojana-IV (PMGSY-IV), launched for the period 2024-25 to 2028-29. The scheme specifically prioritises North Eastern States, including Arunachal Pradesh, by relaxing population eligibility criteria to ensure all-weather road access to smaller, geographically isolated habitations that were previously unconnected. (b): During the formulation of the PMGSY-IV guidelines, the Ministry conducted extensive consultations with State Governments and technical stakeholders. Key suggestions successfully incorporated into the final guidelines include: I. Cluster-Based Connectivity: Implementation of a "cluster approach" for habitations, allowing for the lowering of population thresholds in remote and international border- sharing blocks to ensure comprehensive coverage. II. Sustainable Construction: Mandating the use of "Green Technologies," such as waste plastics and "Cold Mix" technology, to minimise the carbon footprint and protect the fragile Himalayan ecosystem during road construction.
