RURAL DEVELOPMENT WORKS IN TAMIL NADU
2673. Shri Raja A:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of major rural development schemes implemented in
the State of Tamil Nadu during the last five years;
(b) the number of villages and households that have benefited under
programmes such as Pradhan Mantri Gram Sadak Yojana
(PMGSY), Mahatma Gandhi National Rural Employment
Guarantee Scheme (MGNREGS), Pradhan Mantri Awas Yojana-
Gramin (PMAY-G) and Watershed Development Schemes;
(c) the measures taken to ensure timely fund release and effective
monitoring of the projects; and
(d) measures taken to deal with regional disparities, improve rural
infrastructure, create sustainable employment and enhance the
overall quality of life in rural areas in the State?

(a): Ministry of Rural Development (MoRD) has been implementing
number of welfare schemes/programmes, such as, Mahatma Gandhi
National Rural Employment Guarantee Scheme (MGNREGS), Pradhan
Mantri Awaas Yojana-Gramin (PMAY-G), Pradhan Mantri Gram Sadak
Yojana (PMGSY), Deendayal Antyodaya Yojana – National Rural
Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyaya Grameen
Kaushalya Yojana (DDU-GKY), Rural Self Employment Training
Institutes (RSETIs), National Social Assistance Programme (NSAP)
and Watershed Development Component of PMKSY (WDC-PMKSY),
during last five years across the country including in the State of
Tamil Nadu. The Viksit Bharat Guarantee for Rozgar and Ajeevika
Mission (Gramin) Act, 2025 (VB- GRAM G) has come into force across
all rural areas of the country with effect from 1st July, 2026 replacing

Rural Employment Guarantee Act (MGNREGA), 2005.
(b): The benefits accrued under PMGSY, MGNREGS, PMAY-G and
WDC-PMKSY in Tamil Nadu are given below:-
Programme Benefits accrued
PMGSY Since April 2021 till 30.07.2026, a total of 1190 roads
with 4791 km length and 66 bridges have been
completed.
MGNREGS As per NREGASoft, the total number of 15705.21lakh
households in Tamil Nadu availed employment during the
last five financial years. Further, the scheme is being
implemented in 12,481 Gram Panchayats in the State.
PMAY-G 14,510 villages are targeted under the scheme. During
the last five years, a total of 3,81,710 houses were
constructed in the State.
WDC- A total of 5445 Water Harvesting Structures (WHS) have
PMKSY been created / rejuvenated, 19.42 Hectare (ha) area
covered with soil and moisture conservation activities;
11248.89 ha area brought under plantation, 3201.61 ha
have been brought under protective irrigation, 1,44,183
number of farmers benefitted and 10,93,878 man days
have been generated.
(c): Release of funds under the programmes is based on achieving
defined physical milestones in terms of scheme guidelines and
utilization of already released funds. In order to streamline the fund
disbursal process, a new fund flow mechanism namely, SNA-SPARSH
for Centrally Sponsored Schemes (CSS) has been introduced, with the
principle of 'just in time release' to bring about more efficiency in
cash management at both Centre and States level, through an
integrated framework of PFMS, State IFMIS and e-kuber platform of
Reserve Bank of India (RBI) in a progressive manner.
Ministry of Rural Development has evolved a comprehensive
multi-level and multi format system of monitoring and evaluation of
the implementation of rural development schemes, through
Performance Review Committee Meetings, National Level Monitors
(NLMs), Area Officers Schemes, Common Review Mission, Mid-Term
Review, Labour Budget meetings, Labour Budget Revision meetings,
Programme Review meetings, Concurrent Evaluation and Impact
Assessment Studies. Specific reviews of States/UTs are also
undertaken from time to time and action is taken on the basis of their
Page 2 of 3findings. Further, end-to-end digital solutions have also been
operationalized under the programmes to ensure ease of
implementation, better targeting, effective delivery and improved
transparency besides enabling concurrent monitoring /assessment of
progress and effectiveness by the stakeholders concerned on real
time basis.
(d): All schemes/programmes are implemented with the active
cooperation of the States/UTs and in accordance with defined
schematic guidelines. As per implementation framework of the
programmes, respective State Governments are responsible for
identification of beneficiary, conceiving of project proposals for
infrastructure including roads and sustainable assets, generation of
demand for employment etc. keeping in view the actual requirement
of interventions for addressing the rural poverty and improving the
quality of life of rural population. These measures collectively
contributing towards creating sustainable employment,
strengthening rural infrastructure and improving the overall quality of
life in the State of Tamil Nadu.
