RURAL LIVELIHOOD MISSION (DAY-NRLM) IN ODISHA
3975 Shri Manas Ranjan Mangaraj:
Will the Minister of Rural Development be pleased to state:
(a) the number of Self Help Groups (SHGs) formed and supported under DAY-NRLM in
Odisha during the last three years;
(b) the amount of financial assistance and revolving fund provided to SHGs in Odisha,
district-wise; and
(c) the steps taken to strengthen rural livelihoods and women empowerment in Odisha?

(a): The number of Self Help Groups (SHGs) formed and supported under Deendayal
Antodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM) during last three years is
51,331.
(b): The amount of financial assistance and revolving fund provided to SHGs in Odisha,
district-wise, is given in the Annexure.
(c): Several steps are undertaken for strengthening rural livelihoods and women
empowerment in Odisha, which are as under:-
(i) The Ministry supports the formation and nurturing of Self Help Groups (SHGs), Village
Organizations (VOs), and Cluster Level Federations (CLFs), which act as grassroots institutions
for financial inclusion, livelihood promotion, and social development. Regular training
programmes are conducted to build the capacities of SHG members in technical skills, enterprise
management, and financial literacy.
(ii) Capacity building of SHGs is a key activity under DAY-NRLM. Apart from training
programmes organised by State Rural Livelihoods Mission (SRLMs), capacity building is
imparted by developing a cadre of Community Resource Persons (CRPs) from among
community members, activists, bookkeepers, para-professionals, etc., to provide training and
other community-based support to SHGs.
(iii) Under the financial inclusion initiatives of DAY-NRLM in Odisha, efforts have been made
to ensure easy access to affordable credit for women SHG members. SHGs are actively linked
with banks to enable regular savings and access to institutional loans. Financial support is
provided through mechanisms such as capitalisation support and interest subvention, which help
in reducing the cost of borrowing. Continuous efforts are also made to promote financial literacy,
timely repayment, and strengthening of credit discipline among SHGs, thereby improving their
creditworthiness and long-term financial stability.
Page 1 of 3(iv) Under Farm livelihood interventions of DAY-NRLM, SHG members are empowered as
Mahila Kisans to adopt agro-ecological practices, enhanced livestock practices and scientific
cultivation/collection of Non-Timber Forest Products (NTFPs) and medicinal plants and support
them for the establishment of agri-nutri gardens so as to ensure availability of nutrition at the
household level.
These SHG federations are supported through Gram Panchayat Level Federation (GPLF)
in the creation of a network of trained livelihoods Community Resource Persons (CRPs), i.e.,
Krishi Sakhi, Pashu Sakhi, Van Sakhi and Matshya Sakhi to provide hand-holding and support to
Mahila Kisans (SHG members) in getting better market and price for their produce and also
supporting organic certification.
Further, Mahila Kisans are mobilised to establish women-owned producer groups and
producer companies to support activities such as input services, aggregation, value addition, and
marketing of their produce. Odisha under DAY-NRLM has been included for promotion of
women-owned Farmer Producer Organisations (FPOs) under the Central Sector Scheme
“Formation and Promotion of 10,000 FPOs” of the Ministry of Agriculture & Farmer Welfare.
Special projects have been approved for Odisha to strengthen livelihoods through the adoption of
sustainable agriculture practices, the scientific collection/cultivation of NTFPs (tasar) and
Medical Plants, and the promotion of large women-owned producer companies to support
aggregation, value addition, and marketing.
(v) Under the non-farm livelihood intervention of DAY-NRLM, across all 314 blocks of Odisha,
non-farm livelihood enterprises have been supported through financial assistance via Community
Investment Fund (CIF), SHG bank linkage, and loans from commercial banks. Market linkages
have been facilitated through exhibitions, and both online and offline platforms such as SARAS,
e-SARAS and other established online platforms. Skill development support has also been
extended through institutions, Rural Self Employment Training Institutes (RSETIs), to
strengthen enterprise capabilities.
Further, 39 dedicated enterprise platforms—namely One Stop Facility–Management
Committees and Block Resource Centre–Enterprise Promotion—have been established across 39
blocks to promote women-led entrepreneurship. In addition, a food service cluster has been
developed to support around 120 women-run canteens and catering units across the State of
Odisha. Two major clusters, namely the Sambalpur handloom cluster and the Pipili appliqué
cluster, have also been established, each supporting around 323 artisans, thereby strengthening
rural livelihoods and women's empowerment in Odisha.
