Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of the road to be constructed in the rural areas for
providing better road connectivity under the Phase-IV of
Pradhan Mantri Gram SadakYojana (PMGSY), State-wise;
(b) the present status of the Phase-IV of PMGSY in the country,
State-wise particularly Yavatmal-WashimLokSabha
Constituency, Maharastha;
(c) the names of the districts of Maharashtra which have been
included under the said scheme;
(d) the number of road which have got damaged due to heavy
downpours and storm during the last three years, State-wise
including Maharashtra;
(e) whether the Government proposes to construct roads in the
rural areas of Osmanabad and Yavatmal-WashimLokSabha
Constituencies under the Phase-IV of PMGSY in view of the
said grave problems; and
(f) if so, the details thereof?

(a): Pradhan Mantri Gram SadakYojana-IV (PMGSY-IV) has been
launched in September, 2024 for construction of 62,500 km of all-
weather roads to provide connectivity to about 25,000 eligible
unconnected habitations of population size 500+ in plains, 250+ in
North East & Hill States/UTs, special category areas (Tribal
Schedule V, Aspirational Districts/ Blocks, Desert areas) and 100+ in
Left Wing Extremism (LWE) affected districts, as per Census 2011.
Page 1 of 2(b): A survey has been carried out by the States/UTs for
preliminary identification of the unconnected habitations. under
PMGSY-IV, a due process has been prescribed for finalization of
proposals by the State for submission to the Central Government for
sanction. This includes updating District Rural Road Plans and
completing survey for preliminary identification of unconnected
habitations, approval by the district Panchayats, finalization of a
priority list and approval for the State level Standing
Committee (SLSC) after which Detailed Project Reports (DPRs) are
prepared, as per the DPR guidelines and technical scrutiny
conducted. The first batch of proposals from the UT of Jammu &
Kashmir for providing connectivity to 316 habitations has been
sanctioned recently. The Ministry is working in close coordination
with the States/ UTs for submission of proposals for sanction.
(c): The State of Maharashtra has conducted survey for 26
districts for eligible unconnected habitations through Gram Sadak
Survey App namely; Ahmednagar, Aurangabad, Beed, Buldhana,
Dhule, Gadchiroli, Hingoli, Jalgaon, Jalna, Kolhapur, Latur, Nanded,
Nandurbar, Nashik, Osmanabad, Parbhani, Pune, Raigad, Ratnagiri,
Sangali, Satara, Sindhudurg, Solapur, Thane, Washim, Palghar. The
Ministry is working in close coordination with the State Government
for the submission of first batch of proposals.
(d): "Rural Roads" is a State subject, and as per PMGSY guidelines,
maintenance of roads constructed under the programme, including
repairs from damages, is the responsibility of the State/UT
Governments. The details of PMGSY roads damaged due to heavy
downpours and storms is not centrally maintained. As per
information furnished by the State Government of Maharashtra, a
total road length of 54.71 km of 43 roads constructed under the
Pradhan Mantri Gram SadakYojana (PMGSY) were damaged in
Maharashtra due to heavy rainfall and storms during the last three
years and the current year. State Govt has sanctioned an amount of
Rs. 63.60 crore under maintenance during financial year 2023-24
and 2024-25 for the repairs of said roads.
(e) & (f): Road projects will be sanctioned to States, including in
districts in Maharashtra, upon receipt of DPR proposals as per the
guidelines. The timeline for implementation of PMGSY-IV is upto
March 2029.
