(a) The Ministry of Panchayati Raj launched SabhaSaar, an AI-enabled voice-to-text
meeting-summarisation tool, on 14th August 2025. The tool has been made available to all
States/UTs, and Gram Panchayats are progressively adopting it for routine Gram Sabha and
Panchayat meetings. As part of the pilot introduction, all 1,194 Gram Panchayats of Tripura
were encouraged to use the tool for the Special Gram Sabhas on 15 August 2025, and 1,047
Gram Panchayats successfully used SabhaSaar on that day. A total of 12,667 Gram
Panchayats used SabhaSaar on 15 August 2025, which increased to 77,198 Gram Panchayats
during the Gram Sabha held on 2 October 2025. As on 03.12.2025, a total of 92,376 Gram
1Panchayats have used the SabhaSaar tool for automated meeting summarisation across
States/UTs. For the State of Madhya Pradesh, a total of 313 Panchayats across the State have

(b)& (c) The Ministryhasundertakenassessments of the accuracy, reliabilityandlinguistic
performance of the SabhaSaar tool across the currently supported languages. These
assessments include evaluation of transcription quality, summarisation accuracy and
responsiveness of the tool under varied field conditions. The Ministry is also in consultation
with State users to obtain feedback on the performance of the application. Improvements in
the tool are being carried out based on the feedback received from users. The assessments
indicate that the AI model performs effectively across the supported languages, with some
variations arising from accent, ambient noise and quality of audio input. Improvements in
language accuracy, summarisation quality and noise-handling capability are being
incorporated regularly. As on 3 Dec 2025, no Panchayats from Dewas- Shajapur have
adoptedthe portal.
(d) & (e) SabhaSaar is integrated with BHASHINI, the National Language Translation
Mission of MeitY, and currently supports 22 scheduled languages for text-to-text translation
and 13 languages among these scheduled languages(English, Hindi, Marathi, Tamil, Telugu,
Kannada, Gujarati, Bengali, Malayalam, Odia, Urdu, Punjabi, and Sanskrit) for voice-to-text
transcription. Any addition of languages is dependent on their availability on the
BHASHINI platform.
