(a) present status of deploymentof SabhaSaar tool for automateddocumentation of Gram
Sabha proceedings, including numberof Gram PanchayatsandStates/UTs coveredso far;
(b) total number of Gram Sabha meetings processed through SabhaSaar and extent of
automatedminutesgenerated during last two years;
(c) technological framework adopted for audio or video processing, language translation
andintegrationwith national digitalplatformssupporting localgovernance;
(d) whether AI-enabled documentation tools have improved record keeping, accessibility
andtransparency of Gram Sabha proceedings; and
(e) if so, detailsthereof,including feedbackreceivedfrom States/UTs andPanchayatiRaj
Institutions regardingitsimplementation?

(a ) and (b) The Ministry of Panchayati Raj launched SabhaSaar, an AI-enabled
voice-to-text meeting summarisation tool, on 14th August 2025. The SabhaSaar platform
enables structured capture and summarisation of Gram Sabha proceedings and supports
monitoring of key parameters such as frequency and type of Gram Sabha meetings and
participation. The platform captures agenda-wise discussions, decisions, and participation
details, and the generated minutes are made available to Panchayat functionaries for review,
1validation and final acceptance. SabhaSaar has been made available to all States/UTs, and
Gram Panchayats are progressively adopting it for routine Gram Sabha and Panchayat
meetings. As on 26.03.2026, a total of 1,18,051 Gram Panchayats and equivalent have used
the SabhaSaar tool for automated meeting summarization and over 2,40,000 minutes of the
meeting have been processed across States/UTs. The Gram Panchayats and equivalent in the
States/UTs of Tamil Nadu, Odisha, Dadra and Nagar Haveli and Daman and Diu, Ladakh,
and Tripura are nearing saturation in terms of SabhaSaar adoption. The State/UT-wise
adoptionstatus of SabhaSaar isplacedat Annexure.
(c) SabhaSaar uses an AI-based technological framework for automated documentation
of Gram Sabha proceedings. The platform uses Automatic Speech Recognition (ASR)
services providedbyBHASHINIfor voice-to-texttranscription, includingregionallanguages.
The Ministry has taken steps to improve the accuracy of AI-based transcription, and the
platform allows Panchayat functionariesto review, validateand editthe draft minutes prior to
final acceptance. The AI model used in SabhaSaar operates on AI and cloud infrastructure
provisioned through the IndiaAI Compute Portal underthe IndiaAI Mission of MeitY.
(d) & (e) AI-enabled documentation through SabhaSaar has improved record keeping,
accessibility and transparency of Gram Sabha proceedings by enabling structured and
standardized documentation, reducing manual effort, improving accuracy, and ensuring
availability of searchable digital records. Feedback received from States/UTs and Panchayati
Raj Institutions indicates that SabhaSaar facilitates timely preparation of minutes, improves
documentation quality, and strengthens transparency and accessibility of Gram Sabha
proceedings.
The Ministry of Panchayati Raj follows a consultative and feedback-based
approachtocontinuously strengthen digitalgovernance frameworks for Panchayats.Based on
feedback from States/UTs and Panchayati Raj Institutions, the Ministry examines scope for
further improvements in processes, capacity-building and convergence with other initiatives,
with a viewtostrengthening local governance andsupporting rural economicactivities.
