be pleased to state:
(a) the salient features of the Digital Agriculture Mission;
(b) the manner in which the Government plans to include and train farmers from rural
and vernacular backgrounds to effectively use the digital tools introduced under the
Mission;
(c) the current status of fund allocation and utilization under the Digital Agriculture
Mission in the country, State-wise particularly in Tamil Nadu;
(d) whether the Government plans to set up local digital help desks or training centres in
the country particularly in Tamil Nadu villages to assist farmers in using the Mission’s digital
platforms;
(e) the way in which the Government monitor data privacy compliance and safeguard
sensitive farmer information; and
(f) whether there are any plans to provide offline or low-tech solutions for farmers in
regions with limited internet connectivity?

(a): Digital Agriculture Mission envisages the creation of a Digital Public Infrastructure
(DPI) for Agriculture, Such as AgriStack, Krishi Decision Support System, a Comprehensive
Soil Fertility & Profile Map and other IT initiatives undertaken by the Central
Government/State Government to enable a robust digital agriculture ecosystem in the
country. This, in turn, would drive innovative farmer-centric digital solutions and make them
reliable. Crop-related information is available to all farmers on time. The AgriStack DPI
consists of three foundational registries or databases associated with the agriculture sector,
i.e., Geo-Reference Village Maps, Crop Sown Registry, and the Farmers Registry, allcreated and maintained by the State Governments/ Union Territories. As of 04.02.2026,
more than 8.48 Crore Farmer IDs have been generated. Further, in Kharif 2025, the Digital
Crop Survey (DCS) has been conducted in 604 Districts covering more than 28.5 crores
plots.
(b): Plans include training local youth, agricultural extension workers, Krishi Sakhis to
assist farmers to use the Digital tools, and other portals related to agriculture in vernacular
languages at village levels.
(c): In 2025-26, Government has allocated a total Rs. 1200 Crore to states/UTs for
conducting Digital Crop Survey across the country. The details of country wise allocation
are given in Annexure. Tamil Nadu has allocated Rs. 49.89 Crore and as on 06.02.2026,
state has utilized Rs. 7.31 Crore. Further, in FY 2024-25, the Government has released Rs.
58.45 Crore to Tamil Nadu as a Special Central Assistance for generation of farmer IDs to
utilize the fund for their capital projects and has also approved Rs.87.68 Crore in 2025-26
for the same.
(d): The Government is providing administrative and technical support to all the states for
implementation of the Mission. State have been asked to set up Help Desk to assist the
farmers to redress their grievances. Further, the Government has advised the States to
adopt a Camp-mode approach, under which financial assistance of Rs. 15,000 per camp
has been provisioned to the States to encourage States to organize field-level camps and
mobilise local administration.
(e): State Farmer Registry, is built in a federated architecture, which means the
ownership of the data is with the respective States. The Ministry of Agriculture and Farmers
Welfare has developed the Agri Stack in accordance with the Digital Personal Data
Protection Act, 2023, to ensure the complete privacy of farmers' data by ensuring that
farmers' data is collected only with their consent and farmers have full control over their
data for sharing with authorized entities for specific purposes. The Government of India also
ensures robust data security in the Agri Stack, which is fully compliant with the
cybersecurity guidelines of the Ministry of Electronics and Information Technology (MeitY)
and the Indian Computer Emergency Response Team (CERT-In). Agri Stack maintains
farmers' information in an encrypted manner so that only the designated system can read it.
Secure APIs and token-based authentication govern all data exchanges, ensuring
controlled access to data. In addition, the government conducts regular security audits of all
these IT systems to protect the data stored in them.(f): Although internet penetration has increased in rural areas, additional steps have
been taken to ensure digital inclusion of farmers who do not have mobile phones, they can
use existing support structures like Farmer Producer Organizations (FPOs), Krishi Sakhis,
and Common Service Centres (CSCs), to get them registered on Agristack and access
services and benefits. Further, states are organizing the camps so that no farmer is left out
from getting the benefits of Agristack.Annexure
