Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) the number of Mega Food Parks and Cold Chain Projects sanctioned under the
Centrally Sponsored Scheme for farmers particularly for tribal farmers of Ratlam Lok Sabha
Constituency;
(b) whether the Government plans to preserve millet-grains through the said Mega Food
Parks and Cold Storages for tribal farmers under the said Constituency;
(c) if so, the details thereof; and
(d) the manner in which said scheme helps to reap better returns for farmers and minimize
the wastage of agricultural produce?

(a) to (c) The Ministry of Food Processing Industries (MoFPI) is implementing a Central
Sector Umbrella scheme “Pradhan Mantri Kisan SAMPADA Yojana (PMKSY)”. Under
PMKSY there are various component schemes including Integrated cold chain and value
addition infrastructure scheme for cold chain projects and Mega Food Parks scheme
(discontinued w.e.f. 01.04.2021). Integrated cold chain and value addition infrastructure
scheme involves creation of integrated cold chain, preservation and value addition
infrastructure facilities, without any break, from the farm gate to the consumer in order to
reduce post-harvest losses. As on 30.06.2025, a total 395 number of projects and 41 number of
projects have been sanctioned under the Cold chain scheme and Mega food Parks scheme,
respectively. Details of the project approved in Ratlam Lok Sabha Constituency are at
Annexure-1.
Under the PMKSY component Scheme for Creation/ Expansion of Food Processing
and Preservation Capacities (CEFPPC) assistance is provided for creation of processing and
preservation capacities and modernisation/ expansion of existing food processing units
including millet based units, with a view to increasing the level of processing, value addition
leading to reduction of wastage.
The above-mentioned schemes under PMKSY are demand driven in nature and the funds are
not allocated/sanctioned/released state-wise under any of the component schemes of PMKSY.
The applications are invited through Expression of Interest (EoI) from all over India including
Ratlam Lok Sabha constituency and all eligible applicants including tribal farmers can apply.
(d) Creation of processing and preservation facilities leads to reduction in post-harvest
losses. With Creation of Food Processing Infrastructure under the above schemes, the demand
for Farm produce which is raw material for Food Processing industries increases leading tobetter prices to farmers and increasing farm gate profitability. As on 30.06.2025, under various
component schemes of PMKSY, 1601 no. of projects have been approved, out of which 1133
projects have been completed benefitting 3415102 number of farmers in the country including
tribal farmers.
As per the Evaluation Study conducted and submitted to the Ministry by NABARD
Consultancy Services Pvt. Ltd. (NABCONS) in 2020 on “Impact of Units Implemented under
Scheme for Integrated Cold Chain and Value Addition Infrastructure assisted by Ministry of
Food Processing Industries (MoFPI)”, it was highlighted that due to interventions of the
Integrated Cold Chain and Value Addition Infrastructure Scheme of Ministry of Food
Processing Industries, while all sectors had shown some decrease in wastages, but Fruits &
Vegetables, Dairy and Fisheries sector had shown significant reduction in wastages.
