SANKALP (Skill Acquisition & Knowledge Awareness for Livelihood Promotion) is a World Bank loan-assisted, centrally sponsored scheme launched in January 2018. Initially, the scheme was to be implemented till March 2023, which was later extended to March 2025, when it was completed. The scheme was implemented in a single phase across the country, and it aimed to strengthen the short-term skill development ecosystem. It focused on institutional strengthening, quality assurance in skill development programs, and inclusion of marginalized groups. There were 8 Disbursement Linked Indicators (DLIs) which have been achieved as of March 31st, 2025. The DLIs include focus on trainees completing the short-term skilling program, secure wage or self employment, alignment of Qualification Pack with National Skill Qualification Framework, training of trainers and assessor, institutional strengthening, focus on women's participation and service delivery to Gram Panchayat. A total of 4191 women were trained in Andhra Pradesh under the SANKALP scheme. state:
(a) whether Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP)
has been implemented in three phases;
(b) if so, the details of the goals set and achieved in each phase, phase-wise with a particular
reference to Andhra Pradesh; and
(c) the number of women trained in all three phase, phase-wise along with the number of
women from Andhra Pradesh?

(a) to (c) Skill Acquisition & Knowledge Awareness for Livelihood Promotion (SANKALP), a
World Bank loan-assisted outcome-based Centrally Sponsored Scheme, was launched in
January 2018 with an initial implementation period till March 2023. The scheme was subsequently
extended until March 2025, and the scheme has now been completed. The scheme was
implemented in a single phase across the country. The scheme was aimed at strengthening the
short-term skill development ecosystem by focusing on three Result Areas namely (i) Institutional
Strengthening at National, State and District levels; (ii) Quality assurance in skill development
programmes; and (iii) Inclusion of marginalized groups.
There were 8 Disbursement Linked Indicators (DLIs) under the scheme and as of 31st March,
2025, all these 8 DLIs have been achieved which includes focus on the trainees completing the
short-term skilling programme, secure wage or self employment, alignment of Qualification Pack
with National Skill Qualification Framework, training of trainers and assessor, institutional
strengthening, focus on the women participation and service delivery to Gram Panchayat.
As mentioned above, SANKALP scheme was implemented in a single phase and the total number
of women trained in Andhra Pradesh is 4191.
