Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be
pleased to state:
(a) the total number of districts in Telangana covered under the Skill Acquisition
and Knowledge Awareness for Livelihood Promotion (SANKALP) scheme along with
the fund allocated and expenditure reported by the State Government since the
launch of the said scheme in the State;
(b) the number of beneficiaries under the said scheme in the said districts
classified on the basis of OBC/SC/ST and females since its launch;
(c) the total number of model training centres, district skill committees and
innovation labs established under SANKALP in Telangana, district-wise since its
inception; and
(d) the details of the steps taken/being taken by the Government under the said
scheme in the country including Telangana to improve access to the scheme for
SC/ST, women and differently abled persons?

(a) Skill Acquisition and Knowledge Awareness for Livelihood Promotion
(SANKALP), a World Bank loan assisted outcome-based Centrally sponsored
scheme, was launched in January 2018 with an initial implementation period till March
2023. The implementation period was subsequently extended until March 2025, and
the project has now been completed. The scheme aimed at strengthening the short-
term skill development ecosystem by focusing on three key Result Areas: (i)
institutional strengthening at national, state, and district levels, (ii) quality assurance in
skill development programs, and (iii) inclusion of marginalized groups.
All the 33 districts of Telangana were covered under the SANKALP. Against allocated
fund of Rs. 14.29 crore for Telangana (Central and State share) under the State
Incentive Grant (SIG) and Aspirational Skilling Abhiyan (ASA) components of the
scheme, expenditure of Rs. 12.60 has been reported by Government of Telangana.
(b) The district wise details of the OBC/SC/ST and female beneficiaries are given
at Annexure.(c) Training programmes under SANKALP were executed through implementing
agencies at the State and district level at training centres identified by them. Further,
100, Jan Shikshan Sansthan (JSS) have been converted into model JSS through the
scheme, which includes three in Telangana i.e. JSS Khamman (Khammam district),
JSS Adilabad (Adilabad district) and JSS Mahabub Nagar (Mahabub Nagar District).
Further, in all the districts, except Naryanapet in Telangana, the District Skill
Committees (DSCs) have been formed.
(d) Under the Result Area (iii) of SANKALP, i.e. inclusion of marginalized
groups, various initiatives were undertaken which included specific interventions to
improve participation of SC/ST, women, and Persons with Disabilities (PwDs) through
target group focused projects, Recognition of Prior Learning (RPL) interventions, and
