Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the number of villages selected under the SansadAdarsh Gram
Yojana and the current status of their development, State-wise
including Uttar Pradesh;
(b) the status of progress and implementation of schemes being
run for the poor and deprived sections in rural areas State-wise
including Uttar Pradesh;
(c) the manner in which the banking and digital system has been
implemented to ensure transparency and accountability in
rural development State-wise including Uttar Pradesh;
(d) whether any special campaign is being run by the Government
to address the problems of housing, pure drinking water and
employment in rural areas;
(e) if so, the details thereof State-wise including Uttar Pradesh;
(f) the number of beneficiaries associated State-wise including
Uttar Pradesh; and
(g) whether any emergency fund/special package have been
approved for the rehabilitations/development of gram
panchayats affected by recent natural disasters/weather
related crises and if, the details thereof, State-wise including
Uttar Pradesh?

(a) to (g): The primary goal of SaansadAdarsh Gram Yojana (SAGY)
was the holistic development of three Adarsh Grams by March, 2019
and thereafter, five such Adarsh Grams (one per year) till 2024
through the leadership and guidance of Hon’ble Members of
Page 1 of 3Parliament (MPs). An Adarsh Gram emerged from a shared vision of
the community, leveraging people’s capabilities and available
resources to the fullest extent, with active facilitation by the
Member of Parliament, Gram Panchayat, civil society, and
government institutions.
SAGY is a 100% convergence based scheme without
allocation of any funds for developmental projects undertaken under
the scheme. Resources for SAGY projects are mobilized from the
funds available under Central & State schemes, CSR funds and
Member of Parliament Local Area Development Scheme (MPLADS)
fund & Member of Legislative Assembly Development Scheme
(MLALAD) fund. The VDP implementation progress is being regularly
updated on SAGY Portal (saanjhi.gov.in).
SaansadAdarsh Gram Yojana (SAGY) is monitored through
periodic reviews by two National Level Committees, chaired by the
Hon’ble Minister of Rural Development and the Secretary of Rural
Development. In addition, it is also monitored by a State Level
Committee, headed by the Chief Secretary and a District Level
Committee, led by the District Collector. The Ministry of Rural
Development (MoRD) also reviews SAGY’s progress in coordination
with State Nodal Officers (SNOs), District Collectors, and Charged
Officers. Monitoring mechanism also includes regular updates by
States and Districts on the SAGY Portal.
Hon’ble Members of Parliament have identified total 3,361
Gram Panchayats under SaansadAdarsh Gram Yojana. Under these
Gram Panchyats, a total of 2,33,564 development projects/activities
have been completed. Now the selection of new GPs under SAGY
has already completed on 31st March, 2024. The state-wise details
of Gram Panchayats selected and the activities completed under
the SansadAdarsh Gram Yojana across India, including Uttar
Pradesh, are as follows:
