GOVERNMENT OF INDIA MINISTRY OF RURAL DEVELOPMENT DEPARTMENT OF RURAL DEVELOPMENT RAJYA SABHA UNSTARRED QUESTION NO. 3961 TO BE ANSWERED ON 27/03/2026 SANSAD ADARSH GRAM YOJANA (SAGY) 3961 Shri Manan Kumar Mishra: Dr. Dinesh Sharma: Dr. Anil Sukhdeorao Bonde: Shri Amar Pal Maurya: Will the Minister of Rural Development be pleased to state: (a) details of villages adopted under Sansad Adarsh Gram Yojana (SAGY) in phased manner since 2021, State-wise; (b) total number of Gram Panchayats developed as model villages and the criteria used to assess ideal status; (c) whether the Ministry has conducted any third-party evaluation of outcomes in terms of infrastructure, social indicators and livelihood generation; (d) if so, the details thereof; (e) percentage of adopted villages that have achieved saturation in flagship schemes like PMAY-G, SBMG and Jal Jeevan Mission; (f) whether any timeline has been fixed for achieving universal saturation of villages adopted under all flagship schemes of the Ministry; and (g) if so, the timeline thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): Hon’ble Members of Parliament have identified 986 Gram Panchayats under Sansad Adarsh Gram Yojana (SAGY) during 2021-22 to 2023-24. The State-wise GPs selected under SAGY in phased manner is at Annexure-I. (b): In order to convert identified Gram Panchayat (GP) into an Adarsh Gram a Village Development Plan (VDP) is prepared by a working group on the basis of needs prioritized by the people. The GP is considered as Adarsh Gram on completion of all the projects/activities planned under VDP. A total 3361 Gram Panchayats adopted under SAGY from 2014 to 2024 in 8 phases, out of which 1878 had completed 100% projects / activities planned under their VDPs. (c) & (d): This Ministry has conducted impact assessment of SAGY and Non-SAGY Gram Panchayats to assess impact of the programme in upgradation of socio-economic condition and quality of life of all sections of the population. As per report key advancements of post- SAGY includes as under: Page 1 of 3 Improved agricultural infrastructure, such as custom hiring centers, government seed centers, and food grain storage warehouses, leading to better resource availability for farmers.  Livestock extension services have expanded, with more veterinary hospitals ensuring improved animal healthcare and productivity.  The establishment of cottage and small-scale industries has promoted rural entrepreneurship and livelihood diversification, further strengthening local economies.  Infrastructure development under SAGY has significantly improved rural connectivity, piped water supply, sanitation, education, Anganwadi centers, and healthcare facilities.  Notably, maternal and child healthcare services, early childhood education at Anganwadi centers, and participation in health awareness programs have increased, indicating positive health and education outcomes.  A higher percentage of households in SAGY GPs reported attending health awareness sessions on substance abuse and engaging in physical exercises, reflecting a shift toward healthier behavioral practices. (e) to (g): Under SAGY Scheme, projects and activities are planned under VDP on the basis of the needs prioritized by the people.
