(a) the details regarding the number of Compressed Biogas (CBG) plants set up under the
Sustainable Alternative Towards Affordable Transportation (SATAT) scheme, State-wise
especially in Andhra Pradesh;
(b) the details regarding the total number of letters of intent issued by Oil and Gas Marketing
Companies to entrepreneurs for setting up of CBG plants;
(c) the details regarding the total number of CBG plants that the Government proposes to establish by
2023-24; and
(d) whether the Government has any plans to extend the scheme to increase the number ofCBG
plants, if so, the details thereof?

(a) to (d) Government, with a view to promoting the setting up of Compressed Biogas (CBG) plants
across the country has adopted a “Whole of Government” approach involving multiple Ministries
and Departments under the Galvanizing Organic Bio-Agro Resources Dhan(GOBARdhan) initiative.
The Government is providing various policy and institutional enablers to create a supportive
ecosystem for CBG projectsacross the country including Andhra Pradesh, of which Sustainable
Alternative Towards Affordable Transportation (SATAT) is one such initiative.
These enablers include assured price for off-take of CBG through long term agreements with
OGMCs under SATAT initiative; Umbrella Scheme of National Bio Energy Programme by the
Ministry of New and Renewable Energy, which inter-alia provides Central Financial Assistance;
Additional Central Assistance for Municipal Solid Waste-based CBG projects under Swachh Bharat
Mission Urban 2.0; inclusion of bio-manure produced from CBG plants as Fermented Organic
Manure and Liquid Fermented Organic Manure under Fertilizer Control Order 1985; Market
Development Assistance to promote Organic Fertilizer produced from CBG projects by Department
of Fertilizers; inclusion of CBG projects under ‘White Category’ by Central Pollution Control Board
on case to case basis; inclusion of CBG projects under Priority Sector Lending by RBI; and loan
products from various Banks for financing of CBG projects.Further, Ministry of Petroleum and Natural Gas has taken initiatives such as issue of guidelines for
synchronization of CBG with CNG in CGD Network; a scheme for the development of pipeline
infrastructure (DPI) for injection of CBG into the City Gas Distribution (CGD) network and national
gas grid; a scheme to support CBG producers for procurement of Biomass Aggregation Machinery
(BAM) Scheme; and phase wise mandatory sale of CBG in CNG (T) and PNG (D) segment of CGD
network.
Under SATAT, which is an ongoing initiative, 1086 active Letters of Intent (LoI) have been issuedby
Oil and Gas Marketing Companies (OGMCs) to entrepreneurs for setting up of CBG plants.
The setting up of CBG plants is undertaken by parties based on their independent techno-commercial
assessment.As reported by entrepreneurs on GOBARdhan portal, as on 31st December, 2025, a total
of 189 Compressed Biogas (CBG) plants have been established under the GOBARdhan including
SATAT initiative, out of which 7 plants are located in Andhra Pradesh. The state-wise details of
commissioned CBG plants across the country are at Annexure.
