SC Beneficiaries under Samagra Shiksha
182. Shri Daggumalla Prasada Rao:
Will the Minister of EDUCATION be pleased to state:
(a) the details of total enrolment of students in Government schools supported under
Samagra Shiksha since 2019, in the State of Andhra Pradesh, year-wise and district-wise;
(b) the number of Scheduled Castes (SCs) students enrolled in the State of Andhra Pradesh,
year and district-wise;
(c) funds earmarked, released and utilized for SC-focused interventions since 2019, in the
said State, year-wise; and
(d) whether the Government has implemented monitoring mechanisms such as public
dashboards to assess the effectiveness of Samagra Shiksha in promoting social inclusion
and educational outcomes for SC students, if so, provide key parameters and findings and if
not, specify the reasons therefor?

(a) & (b): The year-wise and district-wise enrolment of students including
Scheduled Caste (SC) students in Government schools in the State of Andhra
Pradesh since the academic year 2019–20 are provided at Annexure–I.
(c) Financial assistance is provided to States/UTs based on the proposals
received in their Annual Work Plan and Budget (AWP&B), appraisal by the Project
Approval Board (PAB), programme norms and availability of funds. The approved
interventions are intended to benefit all eligible children, including SC students, in
accordance with the principles of equity and inclusion envisaged under NEP 2020.
The year-wise details of funds earmarked, released and utilized, as reported
by the Government of Andhra Pradesh under Samagra Shiksha since 2019-20 to
2025-26 are given at Annexure-II.(d) Central Government has established a comprehensive monitoring and review
framework under Samagra Shiksha to monitor implementation, equity and
educational outcomes. The key mechanisms include:
UDISE+, which provides school-level information on enrolment, infrastructure,
teachers, access, equity, retention, transition, gender and social category-wise
data.
PRABANDH Portal, which facilitates online planning, appraisal, approvals,
financial monitoring and physical progress under Samagra Shiksha.
Project Approval Board (PAB) meetings for annual review of State proposals
and implementation.
Periodic review meetings, field visits and monitoring by the Central and State
authorities.
Large scale assessments at national level conducted by PARAKH/National
Assessment Centre for measuring learning outcomes.
Monitoring of Key Performance Indicators (KPIs) relating to access, equity,
retention, transition, gender and social inclusion.
Vidya Samiksha Kendra (VSK), provides centralised, real-time monitoring of
learning outcomes and scheme interventions.
Further, as informed by the State, the State Government of Andhra Pradesh
has developed Leap App, a consolidated platform covering student profiles,
attendance, assessments, entitlements and infrastructure status. In addition, the
State maintains separate dashboards and analytics specifically with respect to SC
students to monitor their academic performance and outcomes over time, enabling
targeted follow-up and corrective action.
These mechanisms enable continual monitoring of educational progress
across various social groups, including Scheduled Caste students.
