SCHEME TO PROMOTE MANUFACTURING OF ELECTRIC PASSENGER CARS
3755. SHRI KRIPANATH MALLAH:
Will the Minister of HEAVY INDUSTRIES be pleased to state:
(a) the objectives and key provisions of the Scheme to Promote Manufacturing of Electric Passenger
Cars (SPMEPC), particularly with regard to attracting investment and promoting domestic
manufacturing;
(b) whether the Scheme provides for localisation of manufacturing and technology transfer, if so, the
details thereof;
(c) the proposed investment, manufacturing capacity and employment generation envisaged under
the Scheme; and
(d) the implementation framework, including the role of the Centre and participating manufacturers?
ANSWER

(a) & (b): Scheme to Promote Manufacturing of Electric Passenger Cars in India (SPMEPCI)
was notified on 15.03.2024 to attract investments (including transfer of technology) from global
electric passenger car manufacturers and promote India as a manufacturing destination for electric
passenger cars. Under the scheme, approved applicant have to setup e4W manufacturing facilities in
India with a minimum investment of Rs. 4,150 cr and achieve Domestic Value Addition of 25% by
3rd year & 50% DVA by 5th year from the date of approval.
(c) & (d): For implementation of SPMEPCI, detailed guidelines supplementary to the provisions
specified in SPMEPCI notification dated 15.03.2024 were issued on 02.06.2025. As per para- 9 of
scheme notification, an inter-ministerial Scheme Sanctioning Committee is responsible for
sanctioning, overall monitoring and implementation of the Scheme. Regarding proposed investment,
no applications have been received under the scheme.
